Into the 21 st century,China has been on the road of administrative system reform.Especially after the 19 th CPC National Congress the CPC Central Committee and the State Council have made corresponding plans to deepen the reform of China's administrative system,and put forward higher requirements.The report of the 19 th National Congress of the Communist Party of China puts forward new judgments,new arrangements and new requirements for deepening the reform of administrative institutions and the system.The Third Plenary Session of the 19 th CPC Central Committee made arrangements to constantly optimize the establishment of government agencies and to improve the allocation of departmental functions.The Fourth Plenary Session of the 19 th CPC Central Committee put forward the request of establishing a government governance system with clear responsibility and administration according to law,which provides a deeper system guarantee for consolidating the achievements of reform and development.The total number of tax cadres managed by tax departments accounts for more than10 percent of the total number of civil servants in the country,which is not only an important law enforcement administration for the country,but also an important administrative and economic department for the country.How to lead a good team and collect taxes has become an important and arduous task that affects the stable development of our country's economy and society.On July 20,2018,at 10:00 am,all county-level tax bureaus across the country put up their cards,changed their official websites and changed their official seals simultaneously.At the same time,it brought a series of problems such as cadre appointment management,institutional affiliation,personnel placement,etc.On the other hand,the taxpayer puts forward more and higher requirements to the tax authorities and tax workers.In addition to maintaining a high-quality service attitude,the new requirements of the taxpayer include simplification of management,decentralization of power and ease of handling of affairs.In the face of the problems existing in some units and cadres,such as lack of vitality,weak implementation,lax style of work,low quality and efficiency,weak ability to serve the overall situation,and lack of adequate tax households and grass-roots units,the implementation of performance management in the tax system is an inevitable choice to effectively solve the dilemma of “do or don't do”,“do more” and “do not do well” To further simplify the tax procedures,improve the quality and efficiency ofmanagement,further improve the system,stabilize the mood of cadres,stimulate the passion of all staff and officers to start their own businesses,and improve the quality of work has become a problem that the current tax authorities have to solve.Through the methods of Case Study,Literature Review,interview and investigation,this paper comprehensively analyzes the application of performance management in Shanggao County Tax Bureau,and determines the key problems of low efficiency of performance management based on the theoretical knowledge of public administration;therefore,KPI is introduced to solve the existing problems,and some pertinent suggestions are put forward.Based on the author's working experience in tax system performance management,this paper proposes a new strategy for the organization and management of the tax system by drawing on the theoretical achievements of the executive branch and business performance management.First,the introduction of KPI assessment methods;second,the selection of key assessment indicators;third,the strengthening of process monitoring.Repeated practice to verify the problems found in spot checks and make improvements;and constant improvement of the assessment methods,the KPI management of middle-level leaders can be adapted to local conditions by means of horizontal evaluation,qualitative index of assessment and monitoring in the process of implementation.Through the implementation of many years to verify its feasibility,I hope to improve the tax organization performance management.
