The party's 19 th congress stressed that the people's interests must always be paramount,so that the reform results can benefit all the people more and more fairly and make continuous progress towards the realization of common prosperity for all the people.However,General Secretary Xi Jinping stressed that the outstanding short board of building a well-off society in an all-round way is mainly in the field of people's livelihood,and the problem of incomplete development is also to a large extent manifested in the protection of people's livelihood of different social groups.It can be said that the CPC Central Committee has shifted from focusing on economic development to focusing on people's livelihood.In the field of people's livelihood,the protection of the living standards of shantytowns and the improvement of their living environment are the most important manifestation of the Party Central Committee's shift from focusing on economic development to focusing on people's livelihood.As the third batch of resource-exhausted cities in the country,Wuhai City is rich in coal resources and is the top ten coal bases for key construction during the " First Five-Year Plan" period of the country.In the process of development from mining to city,the city has formed a pattern of 3 large 17 small pieces of independent industrial and mining cities,with a total of 66,000 residents and 200,000 residents,accounting for about one third of the city's population.It can be said that in the specific period ofurban development,shantytowns have effectively solved the problem of population living in the process of urban agglomeration and have made great contributions to the development of cities in China.However,with the development of economy,civilized cities and livable cities have become the development targets,making us realize that the people must benefit from economic development,and living conditions are the foundation of the benefits.Based on this,shantytowns have become a major issue that local governments cannot solve.Wuhai City has made specific work arrangements according to its own situation in shantytowns.On the basis of the achievements already made,in 2020 it was proposed to complete the remaining 28,000 shantytowns in three years,with an area of 3.22 million square meters and a total investment of 12 billion yuan.Based on the theory of people's livelihood and from the perspective of improving the lives of shantytowns,this paper compares the shantytowns before and after the renovation and gives corresponding countermeasures and suggestions in light of the difficulties encountered by Wuhai city in the process of shantytowns renovation.
