| With the continuous progress of China's new urbanization,more and more rural areas have become urban villages,and the shantytown reconstruction is the inevitable outcome of the new urbanization.The importance attached by the government to the renovation of shantytowns is reflected in the fact that premier li keqiang has repeatedly stressed the practical significance and importance of shantytown renovation in his government work report.According to statistics,6.27 million shantytowns will be renovated in 2018,with a total investment of 1.74 trillion yuan.As a major livelihood project benefiting the country and the people,the success of shantytown reconstruction has a direct bearing on the vital interests of the people and the credibility of the government.However,because there are a variety of forms,turn shantytowns into new housing areas around some more noodles wide,plus shantytowns transform is a new problem appearing in the process of urbanization,so the study of the problem starts late,plus shantytown transformation inevitably involves the aspects of capital and property compensation,in the process of turn shantytowns into new housing areas,due to the lack of regulation,all over the country the capital cases and demolition and reconstruction quality problem,for the government's credibility and the vital interests of the people caused great harm.Therefore,the study on the supervision of shantytown reconstruction has certain theoretical influence and practical value for the establishment of service-oriented government and the continuous promotion of new-type urbanization.In this paper,from the perspective of public management,wudi new turn shantytowns into new housing areas,for example,analyses the regulatory functions and role of the government in shantytown renovation work,through the author's own practice and experience,summed up the government play a regulatory role in shanty towns transformation present situation and existing problems,and to analyze the causes of the problem,then put forward to optimize the government regulatory role in shanty towns transformation process of countermeasures and Suggestions.This paper is divided into six parts.The first part is to analyze the research background,theoretical significance and practical significance of shantytown reconstruction supervision,analyze the research status at home and abroad,and elaborate the research methods.The second part is the analysis of the shantytown reconstruction related concepts and theoretical preparation.The third part describes the current situation,basic measures and characteristics of the shantytown reconstruction in wudi county.The fourth part is to analyze the supervision problems existing in the shantytown reconstruction of wudi county,including six aspects: too decentralized supervision authority,unclear supervision responsibility,soft handling of letters and visits tomaintain stability,lax supervision of project quality and safety,insufficient implementation of supervision discipline and lagging supervision method.The fifth part is the analysis of the causes of the problems,including the lack of relevant laws and regulations as a support,there is no systematic regulatory system,the government reform target is temporarily difficult to be unified with the interests and understanding of some residents of demolition,social supervision is a mere form of four aspects.The sixth part proposes countermeasures and Suggestions to perfect the wudi new city shantytowns transform regulation,including perfecting the relevant laws and regulations,make PengGai supervision laws,to establish and perfect the system of administrative supervision,administrative supervision system,strengthen the land expropriation compensation funds and the regulation of the housing construction funds,intensify social supervision,improve the participation enthusiasm of the masses,widen the channel of the professional talents,strengthen personnel training,strictly the quality and safety,maintaining public interests,strengthen the social security,provide employment opportunity,grasp the scale,there are conditions to carry out the innovation work eight aspects. |
