Social Work Promotes The Study Of Residents' Participation In Urban Community Governance

At the third plenary session of the 18 th central committee of the communist party of China,it was proposed that the overall goal of comprehensively deepening reform in China is to promote the sound development of the socialist system with Chinese characteristics,promote the establishment of a harmonious society,and put community governance on the agenda as a prerequisite for promoting the modernization of the country's governance system and governance capacity.At the19 th national congress of the communist party of China(CPC),it was also mentioned that in order to solve the contradictions among the people,it is indispensable to strengthen and reform the scope of social governance to create a social governance pattern featuring Shared and co-governance,and to put forward the institutional construction of social governance,raise the level of the four modernizations and strengthen the four systems.The specialization of social governance in raising the level of the four modernizations clearly requires that there should be professional talent team,professional governance concept and professional skills in social governance and service to participate in social governance and provide correspondingservices for community members.This shows that social work as a profession should be involved in community governance.Along with the development of the people's increasing social demand,the government dominated tradition of community governance mode no longer adapt to the demand of the society,democratic participation,diverse management become the people and the social demand,residents directly involved in the development of democracy at the grassroots level is the real direction of urban community governance and citizen participation,is also in this paper,the basic starting point of theory research.Through the author's field observation and the previous literature sorting,in the practice of community governance,whether in the form of participation,participation content,participation subjects and other aspects all show the shortcomings and problems of residents' participation.So,the author J community in guangzhou as an example,using the method of unstructured interviews,participatory observation,of J community residents to participate in community governance,and according to the status quo,combined with the demand,residents on the basis of empowerment theory and the theory of citizen participation ladder,analysis of the residents to participate in the problem,using the method of social work professional skills,provide public services for community residents and all kinds of community activities.This paper is divided into six chapters.The first chapter elaborates the overall background and significance of the research and determines the basis of the topic selection.Then it summarizes and sorts out domestic and foreign literature,defines relevant concepts,determines research methods and sorts out research ideas.The second chapter introduces the situation of community J and shows the current situation of community governance of community J by sorting out the framework of community governance of community J.The unstructured interview method is used to understand the status quo of residents' participation in community governance in community J,and through the status quo,the problems and deficiencies of residents' participation in community governance are analyzed by using the ladder theory of citizen participation.Based on the analysis above,the third chapter mainly introduces the work of social work in promoting urban residents to participate in the process of community governance.Firstly,this paper analyzes the advantages and necessity of promoting residents' participation in community governance through social work,and determines the work contents of promoting residents' participation in social governance through preliminary research on residents' needs and problems.By enhancing residents' awareness,channels and resources to participate in community governance at the personal,interpersonal and political levels,the paper aims to improve residents' personal ability,build a platform for residents to interact,and expand the breadth and depth of social work services.However,some difficulties also appear in the process of social work promotion,which affect the effectiveness of residents' participation in community governance.Therefore,the fourth chapter will analyze at the level of individuals,organizations and communities and give corresponding countermeasures in the fifth chapter.Finally,in chapter 6,we summarize and discuss this paper.The role of social work in promoting residents' participation in community governance is affirmed.Under the empowerment theory,residents' participation in community governance is feasible.However,there are still some shortcomings in this paper.The final trend of residents' participation and the conflict between government governance and residents' participation are also discussed.Under the guidance of professional methods and theories of social work,community services are provided to promote residents' active participation in community governance,enhance residents' awareness of participation,broaden the channels of residents' participation,and enable residents to truly participate in democracy and multi-governance,so as to enhance community identity and cohesion and build a harmonious and united friendly community.
