Research On Urban Residents’ Participation In Community Governance From The Perspective Of Empowerment

As the smallest unit in the social governance system and the cell of the national governance system,the community needs to empower the residents as the subject of governance to bring into play their subjective initiative and realize efficient governance of the community.To this end,the state vigorously promotes the implementation of residents’ conventions,explores and improves the working mechanism of residents’ self-governance,and enhances the effectiveness of residents’ participation in community governance,which is of great significance for creating a social governance pattern of common construction,governance and sharing.This paper selects Wei Du District of Xuchang City as the research object,takes covenant action to promote residents’ participation in community governance as the research theme,uses empowerment theory as the analysis framework,collects relevant data and information through literature analysis and interview method,conducts field visits,analyzes the basic reality of residents’ participation in covenant action in Wei Du District of Xuchang City,and explores the role of residents’ covenant action in promoting community governance.Based on the perspective of empowerment and empowerment theory,the study takes the residents’ participation in covenant action in Wei Du District as an example,and focuses on the "construction of form" of residents’ participation in covenant action,i.e.,building a platform for residents’ covenant action and gradually promoting it;the "struggle for power",i.e.,the external empowerment of the community,through the system to give The empowerment of residents is carried out at three levels,namely,the empowerment of residents’ self-governance,the empowerment of resources to promote the sinking of public resources,and the empowerment of services based on residents’ needs;the empowerment of residents is carried out at three levels,namely,the empowerment of residents’ inner self-knowledge,the empowerment of interpersonal relationships,and the empowerment of social participation in the system,to stimulate residents’ potential;The "expansion of network" means consolidating the effectiveness and depth of convention governance,and achieving the effect of empowerment and empowerment through four stages.Based on field research and interviews,it is found that there are still some problems in residents’ participation in covenant actions,such as weak residents’ intrinsic willingness to empower,poor residents’ participation effect,weak residents’ participation organization,and lack of institutional guarantee for covenant operation,and the reasons for this series of problems are analyzed from the perspective of empowerment and empowerment,mainly reflecting the lagging concept of residents’ participation,poor internal drive of community governance,weak endogenous power of organization,and Insufficient supply of institutional construction.Based on the above analysis and relevant theories,we propose countermeasures from four dimensions: institutional dimension,to ensure effective participation of residents;resource dimension,to integrate and broaden community resources;action dimension,to enhance residents’ motivation to participate;and resident dimension,to improve residents’ ability to participate.
