Research On Policy Implementation Process Of Local Government Under The Pressurized System

Public policy plays an important role in contemporary governance.Whether in the political field involving the basic operation of the society or in the field of economic and social development that determines the national economy and people's livelihood,the public policy in national governance is an important factor that cannot be ignored.How China's public policy is implemented is an important question.This study based on the theory of organization theory and management theory,through interview method and observation method in guan town for two months of field research,based on the villages and towns government execution Toilet Revolution in the country's public policy,on the basis of existing study campaign-style governance supply analysis of the government's governance type,and the campaign-style governance process is divided into the formal campaign-style governance and nature campaign-style governance.This paper first reviews the governance process of China's toilet repair work and the policy background of the Toilet Revolution,analyzes the mobilization,task allocation,organization and establishment of the Toilet Revolution policy implementation in the case study,and so on.Furthermore,it points out the structural characteristics of the implementation of township government policies,such as financial shortage,soft budget constraint and mismatch between financial power and administrative power.This paper attempts to provide a case for the change of local government campaignstyle governance in policy implementation.It is found that the policy implementation of Toilet Revolution in local government has the characteristics of campaign-style governance,and the implementation process exists in stages.Formalized governance is a campaignstyle governance type between conventional governance and essence of an intermediate state between campaign-style governance,it appeared in the external environment pressure is relatively small,the aim of that there are other more important task to attract the attention of the organization,the local government appears logical governance "routine management",this movement level is low;Essence of governance in the organization type under the condition of external environment pressure,which due to the pressure,officials at the grass-roots level of executing the policy more concentrating,governance goal task heavier and grassroots officials for their achievement desire,under the joint action of local government policy implementation process appeared the phenomenon of "overweight" actively,the high degree of movement.In the campaign-style governance under the pressure system,in order to promote the policy implementation,the whole government organization is in the state of excitement,but this state of excitement will not always exist,so the campaign-style governance appears the difference between form and substance.
