The dynamic process of public policy includes a series of closely connected logical links such as policy design,implementation,feedback,optimization,evaluation and termination.The transformation from idealized policy conception to realistic policy result is realized in the process of policy implementation.As a remedy for the failure of conventional policy tools,campaign-style governance is still active in the political and governance areas at home and abroad under the adversity of being criticized and blamed.Nowadays,the rational voice of "facing up to the rationality of campaign-style governance" is increasingly strong.The traditional view holds that campaign-style governance is the "heavy weapon" to solve the problem of policy implementation.It clarifies the policy objectives and the main responsibility,and links the policy implementation with personnel and financial management.Therefore,the policy should be implemented smoothly.However,the reality often backfires and the deviation of policy implementation in the campaign-style governance is widespread.This paper takes the policy of market relocation in Zhengzhou as an example and analyzes the policy implementation of campaign-style governance from a small point of view,it starts from the basic characteristics of campaign-style governance,with influencing policy in the policy implementation process model four key variables— "idealized policy" "target group" "execution subject" "policy environment" as the main line of a series of policy execution problems,reasons and countermeasures.The quantitative analysis results of questionnaire statistics clearly delineate the action mode of "target group" "idealized policy" and "social mobilization" on the policy implementation results.Comprehensive literature,interview and questionnaire survey to obtain the experience of the material,"policy distortion" "policy delay" "policy to elaborate" is considered campaign-style governance policy implementation of three typical problems,and the government and the target group conflict of interest,"command-obey" chain of command within the bureaucracy endings "rupture",policy implementation supervision and incentive mechanism "failure" and the formalized social mobilization is the deeper causes behind these problems.Finally,measures such as "promoting the integration of the interests of the government and target groups in policy implementation" and "strengthening the supervision and incentive mechanism of grassroots policy implementation" were proposed as the solution to the problem of policy implementation in campaign-style governance.
