The owners Committee is a new community autonomy organization. It plays an important role in protecting the owner’s legal rights、exercising the awareness of public’s participation、promoting community stability and harmony. Although the autonomy of the owners committee is significant, it also has many problems in the actual operation, such as identity difficulty, namely the legitimacy of committee is questioned by owners; Operation difficulty, namely it lacks perfect operation mechanism; Function develop difficulty, namely it is difficult to play a real role in autonomous; Low owners participation, namely the owners are unwilling to actively participate in community affairs. These problems and difficulties are adverse to the committee, therefore, strengthening the research is important to promote the development of the owners committee.This article based on finding problem-identifying problem-analyzing problem-solving problem. First, clarify the background and significance of topic selection; Second, clear the meaning、nature of the owners committee, and the significance to the development of democratic politics; Third, analysis of the theory of the public spheres, governance, collective action, for system research on the dilemma of committee autonomy and provide theoretical explanation. Fourth, combined with the specific case to discuss the plight of the owners committee, analysis the cause of the plight of the owners committee, and put forward the suggestion to solve the dilemma of the owners committee.The owners committee is the inevitable result of the community autonomous development. In order to meet the owner’s need of higher level of autonomy, it should be constantly self updating and self perfecting in the actual operation.
