Because there is a time difference between primary school students' leaving time and parents' off-duty time,parents can not provide safe care immediately after school because of work reasons,which leads to a social phenomenon,namely "three-and-a-half problem".Similarly,primary school students and their parents are having the same problem during weekends,winter and summer holidays.At present,relying solely on school education resources is not enough to alleviate this problem.However,the demand for after-school care of primary school students is increasing.Therefore,the theme of this paper is how to set up a trusteeship service in the community to alleviate the problem of child care in dual-worker families.The research object of this paper is: how can the government and social forces do a good job of after-school community trusteeship service for primary school students in the time after school,eg.weekends,winter and summer vacations,etc.The research content of this paper is from the perspective of improving children's welfare and improving the ability ofcommunity governance,how to further improve the after-school community trusteeship service for primary school students,so that they can enjoy institutionalized,professional and diversified trusteeship service in the community.The breakthrough point of this paper is to make an empirical analysis of the model of after-school community trusteeship service for primary school students in Pudong New Area in Shanghai.The model of after-school community trusteeship service for primary school students is constructed based on the theory of child welfare,welfare pluralism and community governance.At the same time,through 358 questionnaires of primary school students' families in Pudong New Area,the first-hand data of the demand survey of primary school students' after-school community trusteeship service were obtained.Based on the results of data analysis and the experience of foreign children's community trusteeship service,this paper puts forward countermeasures to improve the model of after-school community trusteeship service for primary school students: To clarify the scope of government responsibility,play a guiding role,improve the system construction,and provide stable financial support;Give full play to the advantages of social organizations,expand the participation of social organizations,train professional talents and enrich the contents of trusteeship services;Enhancing the ability of community governance,encouraging residents to participate in decision-making,setting up volunteer teams and expanding the coverage of community trusteeship services;Integrating all kinds of resources,broadening financing channels,and establishing a multi-participatory evaluation and supervision system.Study shows that we should further integrate social resources,improve the welfare system for children,improve various policies,encouragesocial forces to participate in the construction of community trusteeship service,improve the quality of community trusteeship service,enhance the ability of community governance,and alleviate the nursing problem of the children in dual working families.
