Study On Social Organizations' Participation In The Resettlement Of Ex-servicemen

It is a special social security policy for our country to arrange ex-servicemen for special treatment,which is of great significance to maintain social harmony and stability and enhance the combat effectiveness of the army.Due to the lagging social and economic development and other factors,the traditional preferential treatment and placement work has some problems,such as lack of responsiveness to individual demands and emphasis on form rather than content.In order to further improve the level of preferential treatment for entitled groups and protect the legitimate rights and interests of ex-servicemen,the state council established the department of veterans affairs in April 2018 to take overall charge of related affairs of ex-servicemen nationwide.In recent years,against the backdrop of the transformation of government functions and the overall deepening of reform,social organizations have made many useful attempts to participate in social governance,including the placement of ex-servicemen for special treatment.In this field,social organizations have made some achievements by virtue of their people-oriented work philosophy and professional service ability,but they also face some new problems.Through the empirical study on the government purchase projects in grassroots communities,this paper objectively presents the whole process of social organizations' participation in preferential care and placement in the form of cases.At present,there are some problems in social organizations' participation in preferential treatment and placement,such as lack of project funds,formalization of government supervision,etc.,which are caused by the immature development of social organizations and imperfect community governance system in the initial stage of political and social cooperative governance in China.Therefore,the government should attach importance to the process supervision of preferential treatment and placement projects and establish a real and objective project evaluation mechanism.Social organizations should strengthen their sense of responsibility and sense of development,take the actual needs of ex-servicemen as the service orientation,reduce their dependence ongovernment resources,and at the same time improve the level of special care and placement work.
