| At present,our country is in a special period of overall rejuvenation strategic of the Chinese nation and unprecedented changes in the world,and the international situation is exceptionally severe.The military is the strong backbone of the Chinese nation to achieve a modern and strong nation.The veteran’s today is the active duty soldier’s tomorrow.Doing a good job in the veteran’s welfare service is a great promotion to deepen the national defense reform and motivate the aspiring youth to join the military.Since the 18 th CPC National Congress,the State has attached great importance to the work of veterans,formed an agency for the management and protection of veterans,enacted the Law of the People’s Republic of China on the Protection of Veterans,improved the organisational structure,sounded the legal system,and laid down fundamental safeguards for the work of veterans’ services in the new era.Since the establishment of the State Ministry of Veterans’ Affairs and the introduction of the Veterans’ Security Act,China’s veterans welfare services are gradually moving towards standardisation and legalisation.However,due to the initial establishment of the department,the system construction is still incomplete,the policies and systems are still not sound,and the welfare service services need to be further optimised.This paper chooses to use city T as an example because the work on veterans’ welfare services in city T is highly consistent with the pace of national development and has implications for the further optimisation of welfare services nationwide.By combing through the relevant literature and theoretical contents,this paper identifies the basic research framework,attempts to sort out the current situation of the development of the welfare services in T city from the four characteristics of the theory of pluralistic governance in terms of plurality of subjects,synergy,flatness and networking,analys the problems and causes of the merit service in T city,make suggestions to optimize the merit service.And advise on the scientific development of veterans’ welfare services.This paper adopts the methods of literature analysis,questionnaire survey and interview analysis to review the development history of veterans’ welfare services in China,summarize the main initiatives and experiences of veterans’ welfare services in T city,and analyze the shortcomings of the welfare services in terms of project supply,departmental cooperation,overall development and accessibility in T city,which are mainly due to the unification of service subjects,weak synergy among subjects,insufficient capacity of social welfare services and slow network of welfare services.The main reasons for this are the single service provider,the lack of synergy among various entities,the insufficient capacity of social welfare services,and the slow process of networking of welfare services.The author proposes the following optimization suggestions from the perspective of multiple governance: firstly,the supply of euthanasia service items is single and insufficient,and it is suggested to adopt various ways to encourage various service subjects to participate in euthanasia services and improve service effectiveness;secondly,the cooperation of departments is not high,and it is suggested to strengthen the synergy mechanism and improve the efficiency of resource utilization;thirdly,the development of euthanasia services is uneven,and it is suggested to optimize the organizational structure and be good at “empowerment” and “decentralization” to improve the service capacity and level;fourth,the accessibility of preferential care services is not high,and it is recommended to use high technology means such as big data and intelligence to build a preferential care service platform and embed administrative means to build an organizational network platform to improve the honor of preferential care recipients It is recommended to use big data and intelligent high technology means to build a platform of preferential care services,and embed administrative means to build an organizational network platform,so as to improve the sense of honor,access and satisfaction of preferential care recipients. |
