| Since the 18th National Congress of the Communist Party of China,the comprehensive promotion of institutional reform has put forward new requirements on the attitude,behavior and concept of the grass-roots civil servants.In the course of implementing the central government’s policy of"delegate powers,improve regulation,and strengthen services",government departments at all levels have introduced a number of reform measures,actively integrated resources,and changed their organizational structure and institutional nature.In the face of new working environment and work content,the job burnout of grass-roots civil servants is gradually prominent,which has a certain tension with the development of The Times and work requirements.Therefore,under the background of the new era,it is particularly urgent and important to study the job burnout of grass-roots civil servants.Based on the job burnout theory of American psychologist Maslach,this paper focuses on the issue of job burnout of the grass-roots civil servants in the new era,interprets the job characteristics and requirements of grass-roots civil servants in the new era from three aspects,and reveals the adverse consequences caused by the grass-roots civil servants’job burnout in combination with several incidents happened in real society,which leads to job burnout are in urgent need of the attention of society.In this paper,case study and questionnaire survey are used to study the current civil servants of T district Tax Service.The results show that:the civil servants of T district Tax Service present slight job burnout on the whole,which is manifested in the decrease of enthusiasm in daily work,the decline of work enthusiasm,the decrease of self-achievement from work,and the outstanding intention of resignation.People of different genders and ages show different levels of burnout.In the two dimensions of "emotional exhaustion" and"depersonalization",the job burnout level of male civil servants is generally higher,with the increase of age the level of job burnout is gradually reduced;in the dimension of "low sense of achievement",the level of female civil servants’job burnout is higher,and the most obvious is in the age of 30-40.Therefore,this paper obtains the enlightenment from Carroll&White’s theory of job burnout,and analyzes them from two aspects:environmental factors and individual factors.It concludes that the job burnout of grass-roots civil servants represented by the civil servants of T district Tax Service is mainly caused by five aspects:the aggravation of work load,the lack of organization and coordination,the absence of relevant systems,the conflict between expectation and reward,and the lack of self-adjustment ability.Based on the above research results,combined with modem human resource management theory,this paper proposes to guide and intervene the job burnout from both organizations and individuals.The specific measures to improve the political literacy,optimize the working environment,improve the assessment and incentive mechanism,improve the social image and improve the ability of self-regulation,fundamentally alleviate the grass-roots civil servant’s job burnout,positively guide and arouse the work enthusiasm of grass-roots civil servants,improve the level of grass-roots government services,so as to enhance the happiness of the grass-roots civil servants and their clients.. |
