In recent years,due to the stability of the civil service,many young people aspire to the occupation of civil service and actively apply for civil service recruitment examination.According to statistics,the national civil service exam plans to recruit more than 27000 people and up to 1,486,300 people passed the qualification examination.The post competition ratio is 55:1,which reflects the popularity of civil service posts from the side.Compared with the enthusiasm of people outside the system,many civil servants have job burnout with physical exhaustion and energy loss and psychologically negatively treating with job and hating job,not reflecting the individual value.In addition,they lack of initiative in practical work,not do things without leadership account and be indifferent and careless to the service objects.Grass-roots civil servants is the main part of civil service and major force in construction of service-oriented government.They are in direct contact with the masses and assume most works of the government departments.It can be said that the working quality of grass-roots civil servants directly determines the government's administrative efficiency and affects the government's image in people's minds.The job burnout of grass-roots civil servants not only damages their physical and mental health but also reduces their identity to work,so that they use negatively perfunctory attitude towards work with work efficiency declined,reduce the government 's administrative efficiency and executive power which results in discontent among the masses,and also seriously damage the image of the government.Selecting the grass-roots civil servants in Caidian District as the research object,through a questionnaire the paper finds that they have the symptom of job burnout with moderate level in three dimensions of emotional exhaustion,depersonalization,and low personal accomplishment.Combined with the interview data of Herzberg's analysis of two factors theory,it is thought that the working environment with high level of pressure,lack of social supporting network,unreasonable salary system in health level and repetitive and monotonous work,lack of timely and accurate feedback of working results,narrow channel of career promotion,ambiguous personal development goal in incentive level,all these factors result in the job burnout of grass-roots civil servants in Caidian District.Therefore,Caidian government should gradually improve the health factors by improving the working environment,paying attention to psychological intervention and construction of social supporting network and designing reasonable salary system.In addition,it also should make full use of incentive factors by enriching the working content,improving working initiative,improving the appraisal system,making timely and accurate feedback of work results,broadening the channel of promotion and guiding personal development goal so as to alleviate and eliminate the job burnout of grass-roots civil servants as soon as possible and improve their working enthusiasm to a virtuous cycle.
