At present,the changes caused by the Internet have penetrated into all aspects of life,such as economy,politics,social culture,business and economy.Based on the Internet platform,the concept of "Internet +",which connects all new ecology,has emerged through the cross-boundary integration of information and communication technology and industries.As an important means of pre-control in modern state management,administrative examination and approval can play a positive role in serving the people's livelihood and boosting economic development by effectively exercising this power.Since the 18 th National Congress of the CPC,the CPC Central Committee with Comrade Xi Jinping at its core has further streamlined administration and delegated power,and deepened reform of the administrative examination and approval system.Public security organs at all levels should make full use of Internet technology to realize "Internet +public security administrative examination and approval" in the process of carrying out administrative examination and approval,so as to improve the efficiency of administrative examination and approval and enhance the ability of public services.In this article,through the field investigation in Shanxi Province "Internet + public security administrative examination and approval reform",in "one Network Office" phone platform construction,insight into the construction process and the troubles of,at home and abroad,collected about "Internet+public security administrative examination and approval" literature research in the field of information,on the basis of fully combined with the research results of scholars at home and abroad to optimize "Internet+public security administrative examination and approval" targeted Suggestions are put forward.This paper first introduces the basic connotation of the concept of "Internet + public security administrative examination and approval",and explains the important basis of this paper on the new public management theory,remolding government theory and service-oriented government theory.Through the case of the construction of the online examination and approval platform of the Public security organ in Shanxi Province,this paper enumerates its construction background,construction process,basic flow of functions and achievements,summarizes and analyzes the problems in the reform of "Internet + public security administrative examination and approval" in Shanxi Province,and deeply analyzes the causes of the problems.Based on the first-hand data obtained from previous field research and relevant theories based on the research,this paper proposes Suggestions from the perspective of the national public security organs from four aspects,such as improving ideological understanding,perfecting system guarantee,coordinating all forces and improving management level.To improve the service efficiency of "Internet + public Security administrative examination and approval",we must first improve our thinking,fully recognize the importance of "big data",recognize that new technology is an important tool to promote the continuous progress of public security work,and recognize the convenience brought by information-based optimization and reengineering business process.It is suggested to strengthen the legislative guarantee,improve the organization and leadership,strengthen supervision and examination and other aspects of the review,improve the relevant supporting system construction,promote the service efficiency.It is suggested to coordinate the internal and external forces of the government,integrate effective resources and improve work efficiency.The internal management of the public security system should be strengthened from the aspects of improving the precision service level,strengthening the online and offline integration,and strengthening the talent reserve of "Internet +",so as to improve the efficiency of "Internet + public security administrative examination and approval" service.The research results of this paper hope to provide reference for the reform of internal working mechanism of public security system in China,to better realize "Internet administrative examination and approval" and to improve the efficiency of administrative examination and approval of public security organs.
