Research On The Optimization Of Network Administrative Examination And Approval Service From The Perspective Of "Internet +"

With the rapid development of network technology,"Internet + " is changing people's life,bringing a series of changes.As a new form of technology,"Internet + " has realized the cross-domain integration of Internet and Public Management.Network administrative examination and approval service is an important form of "Internet plus".It uses advanced technologies such as big data and cloud computing to re-optimize the management,workflow and operation mechanism of traditional administrative examination and approval work,in order to improve the efficiency of administrative examination and approval,to provide more convenient examination and approval services,to speed up the transformation of government functions.Therefore,in the new era of rapid development of network technology,taking the practice of Guangxi in network administrative examination and approval as a case study,this paper makes a systematic and in-depth analysis of network administrative examination and approval service from the perspective of "Internet + ",it has certain theoretical and practical value.By using the method of case interview and Questionnaire Survey,this paper analyzes the practice of network administrative examination and approval service in Guangxi,and finds that the following problems exist in the network administrative examination and approval service in Guangxi at present: Firstly,the awareness of the network administrative examination and approval service platform is not high,and the utilization rate is low.Secondly,the examination and approval items of the platform are not uniform among the cities at various levels,and the differences among the cities at various levels are large,the standards for handling the same matter in different places are not the same;moreover,the cross-department examination and approval of the network administrative examination and approval service has not really been realized,and the degree of data sharing among the various administrative examination and approval departments is not high,network pre-trial failed to play a real function;finally,the Network Administrative Examination and approval service heavy examination and approval light supervision.The first reason is that the network administrative examination and approval service platform is not in place,the second reason is that the management of the network administrative examination and approval service is not standardized,the third reason is that the network administrative examination and approval department is not in place;Fourth,the network administrative examination and approval service supervision strength is insufficient.Based on the above research results and the experience and lessons of other advanced regions,this paper puts forward the following countermeasures for the optimization of Network Administrative Examination and approval service,for the construction of the network administrative examination and approval service platform,we should focus on the public demand,strengthen the ideological and technical training of government staff,and increase publicity to change the public's understanding of the network administrative examination and Approval Service Platform;Secondly,we should strengthen the top-level design,standardize the management of network administrative examination and approval matters,strengthen the construction of leading groups,and make the entry of network administrative examination and approval matters of various departments and cities at all levels follow rules by establishing unified standards;thirdly,we will strengthen multi-sectoral cooperation,remove horizontal and vertical barriers to information,and promote the implementation of parallel examination and approval through data sharing.Finally,we will establish and improve a post-approval monitoring mechanism based on transparent and open information on administrative examination and approval,perfecting the supervision function of Network Administrative Examination and approval service platform.
