Research On City And County Inspection System

It is of great importance for a part,an organization,or even a country of how to unite the people,to win the hearts of them and then achieve our great revival.No matter how difficult and challenging it is,the Communist Party of China has always been able to turn the tide and survive in the nearly 100 years of development.One of its most important experiences is to be good at finding problems and to face up to the obstacles.However,it is an unavoidable issue to find and solve the outstanding problems existing in the party timely,continuously promote the healthy development of the party itself and strengthen inner-party supervision.Since the 18 th National Congress of the Party,the Communist Party of China has stood at the height of being responsible to the people and to history and comprehensively strengthened the party self-discipline.It has took the inner-party inspection policy as an important supervision means and placed it in an unprecedented strategic position,reforming and innovating from the aspects of institutional theory,concrete practice and achievements application and giving the power to the inner-party inspection system.It has already embarked on a new path of self-improvement and self-improvement.At the same time,the Party Central Committee insisted on starting from the reality and the grass-roots level and issued the "Opinions on the Establishment of the Inspection System of City and County Party Committees",spreading the inspection system at the city and county levels throughout the country,and working hard to explore and open up the "last mile" of the comprehensive and strict governance of the party.This paper uses the city of J in S province as an example to study the implementation of the city and county inspection system and expounds its effect and existing problems in order to provide reference for its further exploration.Starting from the inner-party supervision theory,the power restriction theory and the coordinated governance theory,this paper comprehensively uses a lots of methods,such as document research,data comparison,and casestudy.The first chapter mainly discusses the related concepts and theoretical basis of the city and county inspection system.The first chapter clearly put forward the position and role of the inspection system by analyzing the connotation and difference between the inspection system and the patrol system from three theoretical perspectives of inner-party supervision,ancient inspection and supervision thought and power supervision.Taking city J as the main reference object,the second chapter mainly starts with the organizational and working mechanism of the inspection system and comprehensively expounds and analyzes the framework and operation of the city and county inspection system.By summarizing the main methods of inspection work in J city,the author also lists the great achievements under the operation of inspection system.The third chapter,combining with the actual operation of the J city inspection system,points out the problems and shortcomings in the process,deeply analyze the root causes of the problems and refines the main sources.According to the problems in the inspection system of City J,The fourth chapter proposes some ways and suggestions for its next improvement in cities and counties.In the concluding part,the author briefly reflects and looks forward to how the city and county inspection system can be further developed in the new era.
