Research On The Dilemma And Strategy Of Cooperative Governance In Hollow Village

Rural hollowing is a phenomenon of rural degradation which is formed in the process of urbanization.It is caused by the widening gap between urban and rural economy and the uncoordinated development.The reform and implementation of the rural land system and the household registration system,the limitations of the concept of rural families and individuals,have a certain role in the formation of the hollow village.Today,with the acceleration of urbanization,to solve the problem of rural hollowing governance,we must take the path of collaborative governance of hollow villages.We should establish joint collaboration and co governance network between the main body of governance and the participants.Therefore,finding out the dilemma and Countermeasures of collaborative governance in rural hollowing is not only conducive to improving the effectiveness of hollow village governance,but also promoting the integration of urban and rural development,and ultimately achieving the establishment of a harmonious socialist society.This article from the perspective of collaborative governance theory,the Guizhou city of Bijie province N County Y village as the research object of this paper,through the investigation of Y village's political life,social life,economic life,psychological status and comprehensive understanding,record and master village "go house empty" of the real life and production information.Analysis of the reasons for the formation of Y hollow village,determine the core idea of collaborative hollow village governance,that is the village committee,farmers,social forces cooperate with each other to eliminate the formation of collaboration,driven by the interests of the village committee "decentralized management" situation.Finally,combined with relevant theories,we find out the dilemma of rural hollowing governance,and put forward the optimization strategy of governance synergy,and form a scientific collaborative mode of rural hollowing governance.Y village as a typical hollow village,the village committee governance fragmentation of the interests of the villagers;differentiation level;rural newgeneration of "conversion";public products supply and demand imbalances and a series of hollow village governance dilemma,need to take the collaborative development pattern of governance,cooperative governance mode of development with the integration of interests hold function.At the same time,the collaborative governance model is the embodiment of grassroots democracy,through government guidance,social groups to achieve governance rights,public resources and social members,to stimulate the enthusiasm of the villagers subject and social elite,collective wisdom,common governance.Under the cooperative governance of multi parties,we can rely on the industry to promote the village,introduce business owners and develop the rural economy.Through the rational layout of the village layout,we can realize the "centralized living" of villagers and maximize the sharing of resources,and ultimately achieve the new vision of collaborative governance of hollow villages.
