Research On Government Functions Under The Background Of Industrial Transformation Of Resource-based Cities

Resource-based cities are a kind of cities built or developed based on the abundant natural resources in the local area.The natural resources mentioned here are mainly forest and mineral resources.As the main production and supply base of energy and raw materials in China,resource-based cities are not only an important part of China’s modern industrial system,but also an important force to promote China’s regional economic and social development.However,as the resources cities high strength development and exploitation of resources,combined with the natural resources irrefragable itself,most of the resource-based cities have dried up or on the verge of exhaustion resources reserves,slow growth,the rise in the cost of resource extraction,residents income reducing,the deterioration of ecological environment as well as rising unemployment and a series of social problems occur frequently,which seriously affect the resource-based cities’ s economic development and social stability,in such a social background,the industry transformation of resources cities are the only way for the sustainable development of resource-based cities.In the process of industry transformation,due to the premise of the market mechanism function is not complete,can produce the phenomenon of "market failure",and make their own independent complete transformation is impossible,at this time would require the government to establish a full play to its functions,the tasks of transformation,accelerate the industry transformation of resources cities.On November 12,2013,the state council issued the national resources cities sustainable development plan(2013-2020)"in the planning of the 262 resource-based cities,Jincheng,for one,as the industry transformation is the inherent requirement of Jincheng high quality development and priority,so the city government has always attached great importance to Jincheng industry transformation progress,in recent years has always been committed to promoting the development ofindustry transformation of Jincheng.Based on resource-based Jincheng city as an example,this paper from the resource-based cities,and the concept of government function,make full use of the sustainable development theory and new public service theory to concrete analysis,discuss what are the problems during the process of transformation of government functions play,and combining with the experience of foreign successful transformation of resources cities,for the Jincheng industry transformation of government functions in the process of optimization recommendations.The paper is divided into five parts.The first part is the introduction,which mainly sorts out the research status of resource-based cities and government functions,in order to introduce the significance of the research on the content of the article through the sorting and analysis of relevant literature.The second part introduces the definition of relevant concepts and the theoretical basis of the research of this paper,specifically puts forward the concepts of resource-based cities,industrial transformation of resource-based cities and government functions,and refers to the theory of sustainable development and the theory of new public service as the theoretical basis of this paper.The third part mainly analyzes the development situation and existing problems of industry transformation of Jincheng,from Jincheng city status,characteristics and the utilization of resources,industrial structure analysis,Jincheng in the process of industry transformation of government function positioning analysis and the analysis of the transformation of government functions in the process of the existing problems in detail from several aspects,analyze the practical situation of Jincheng.The fourth part introduces the foreign cases of successful transformation of resources city,and analyzes the cases and draw the experience of reference in the Jincheng,this part the author the government-leading kyushu,Japan,market dominance in Houston,and combination of government and market of the ruhr in Germany,for example,analyzed the successful experience and summarize city,providesthe industry transformation in Jincheng how governments as a reference value.In the fifth part is the Jincheng industrial transformation of government functions to optimize the design of the path,to the fourth part analysis the problems existing in the process of industry transformation of government functions play put forward concrete solving measures,including perfecting the administrative system,the functions of the government clearly positioning,and the relationship between market and government,give full play to the government and the market of synergy,vigorously develop education,strengthen human resources development,establish and improve the basic public service system,improve the ecological environment,practice green,low carbon development idea,etc.
