Research On Government Functions In Industrial Transformation And Upgrading Of Resource-based Cities

The industrial transformation and upgrading of resource-based cities is the key measure to realize their sustainable development.The government,as the direct manager of cities,plays an important role in promoting the industrial transformation and upgrading process.The existing research results were summarized and sorted,and the industrial transformation and upgrading of resource-based cities were selected as the research background,with government functions as the research object.It theoretically analyzes the necessity of industrial transformation and upgrading and government participation,scientifically defines the core concepts,and clarifies the relationship between the content of industrial transformation and upgrading and government functions.The paper selects TS,a resource-based city,to analyze the government function performance of TS government in the transformation and upgrading of steel industry.Comb national policy and combining with the function,the ts city using the analytic hierarchy process(ahp)construct the ts city function evaluation index system,using fuzzy mathematical evaluation method to construct evaluation matrix,the comprehensive evaluation results show that ts city government in the planning guide,capital security,the public service function on the play of shortcomings,surrounding its problems mainly from strengthening the planning system,perfect the relevant supporting policies;Establish a sound financial support system to form a pattern of diversified development;Improve the public service system and increase social security;Strengthen scientific and technological support,attach importance to the construction of scientific and technological personnel;We put forward suggestions on optimizing government functions by focusing on ecological and environmental protection and improving the assessment and accountability mechanism.Figure 10;Table 26;Reference 63...
