Research On The Government Function In The Transformation And Development Of Resource-based Cities

The resource-based city is a special type of city, play an irreplaceable role in the developmentprocess of China’s industrialization. At the same time, with the continuous human driving of resources,resource-based city development and resource shortage of contradictions have become increasinglyapparent, and thus lead to the ecological environment, depletion of resources, carrying capacity is weak,backward management and many other effects of city development issues. The transformation ofresource-based city and the sustainable development be imperative, it is not only related to the resourcetype city of vital importance, more important and far-reaching significance for the regional economy andeven the entire national economy. In this transformation process, the government should play what role, toplay what kind of functions, is the key to the smooth realization of resource-based city transformation andsustainable development.Based on our earlier transformation of coal resource-exhausted city of Jiaozuo city as theresearch object, analyzes our government in the transformation of resources city in their existence thequestion and the reason, in order for the transformation of Resource-based City, how to strengthen andimprove the functions of the government put forward the constructive suggestion. The fourth chapter, analysis the development and effect of the transformation of coal resources exhausted city inJiaozuo City, the experience summed up Jiaozuo City Hall in the transformation, briefly introducesthe major strategic target of Jiaozuo City, the construction of the economic zone economydemonstration city; in the last part, from set up the service concept, strengthening theeffectiveness of construction point of view, to strengthen and improve the functions of governmentin promoting the transformation of resources city puts forward concrete countermeasures andsuggestions.
