After the reform and opening up,the rapid development of China’s economy has led to the change of the main social contradictions in the new era,which has led to the emergence of increasingly complex judicial issues in the production and life that need to be solved-the economic development has put forward new requirements for the political and legal work.As the main body of political and legal work is the police,the political level of the political and legal team is an important guarantee to continuously improve the relevant system of political and legal work and improve the level of political and legal work.This requires the political and legal organs to maintain a clear and solid political consciousness.As a remedy for the system,political supervision will follow the trend.At present,the political supervision is still in the pilot stage and has not been fully launched.The research reports and pilot programs of various places are colorful,reflecting the interpretation of various perspectives of the supervision work and the exploration of various programs.Based on the relevant theories of discipline inspection and supervision and the results of exploration and practice in various regions,this paper makes induction,deduction,logical reasoning,summary and statement,strives to form a general understanding of political supervision,tries to sort out a clear framework of supervision system construction,and makes modest contributions to the introduction of national programs.First of all,as an inspector of political construction of political and legal organs,political inspector is an important part of inner-party supervision and the embodiment of the party’s overall leadership.It is also an effective means to supervise the functions of the Party committee and the political and Law Commission,and is a vivid practice of Xi Jinping’s new socialist ideology with Chinese characteristics in the field of supervision of China’s political and legal system.Secondly,in the theoretical framework of socialism with Chinese characteristics,the inner-party supervision and the state supervision have a high degree of internal consistency.The improvement of the inner-party supervision system and mechanism benefits from the theoretical practice of the supervision system reform.The two theories are in the same line,and their goals are also highly coincident.The proposal and establishment of political supervision system is based on the change and reform experience of discipline inspection and supervision system in recent 70 years in China.It is not only an important part of inner-party supervision,but also a specific practice of national supervision system reform.On this basis,the political supervision system widely absorbs the ideological and theoretical views of the reform of the supervision system.It should adhere to the leadership principle of the party and the system of asking for instructions and reporting,adhere to the principle of rule of law and clear power list according to law,adhere to the principle of fairness and justice and procedural justice,adhere to the principle of serving the overall situation and actively strengthen the sense of responsibility,adhere to the principle of problem orientation and pay attention to strengthening the operation of results With results;Moreover,political supervision should be guided by the six principles,implement the main position of the political and Legal Committee of the Party committee,organize the joint meeting of political supervision,and supervise the ideological and political behaviors of all the political and legal police by combining the annual routine supervision with timely supervision;Finally,in view of the nature and requirements of political supervision,the process of supervision should be carried out in strict accordance with the "ten procedures".We should make full use of the means of individual conversation,inquiry,access to files,organization of evaluation,anonymous questionnaire,acceptance of letters and visits,investigation and unannounced inspection,and take measures to avoid falling into the formalism trap in the process of supervision.In terms of work orientation,political supervisors should strictly define the power boundary,recognize the nature of work,and distinguish it from patrol inspection,discipline review,supervision and investigation,law enforcement supervision,comprehensive management supervision and so on.
