The Construction Of Data Open Ecosystem Under The Theory Of Collaborative Governance

In the era of big data,the role of data is increasingly prominent.However,in this era,it is common that the data held by the government is difficult to be opened up for social development.At the same time,it is also faced with the fact that after the government data is opened up,the social subjects are not interested in the data development activities and cannot participate in the relevant activities in an organized way,so that the data resources cannot be effectively developed.In order to be able to effectively develop and use the data collected and opened by the government,scholars in various countries put forward the idea of building an open data ecosystem.Through the construction of data open ecosystem,the government,enterprises,social organizations and citizens can participate in a series of processes such as data collection,storage,classification,opening,analysis and visualization in an orderly manner,so that it can become a system that data development and data development are driven by data opening to further open and healthy operation,so as to attract more subjects to participate in the process Related activities,and then more in-depth mining the value of data,data into promoting economic development and improving social governance.According to the problems existing in the construction of data open ecosystem,which focus on technology system construction,subject interaction and single system structure simplicity,this paper divides the government,enterprise,social organization,citizen and technical personnel in the data open ecosystem into three subsystems:Government subsystem,social organization enterprise subsystem and citizen technical personnel subsystem according to the theory of collaborative governance Subsystem,through the cooperation among the three subsystems to build a data open ecosystem,so that the data open ecosystem forms a composite system of data technology system by the cooperation of the subsystems.At the same time,we use the theory of toe to analyze the common problems in technology,organization and environment in the construction of data open ecosystem,and then combine the typical data open activity-American citizen hacker to analyze the operation ecology behind it,so as to provide practical experience for the problems in the construction of data open ecosystem.Therefore,the paper puts forward some countermeasures to improve the construction of data open ecosystem.The data open ecosystem can be divided into government subsystem,social organization enterprise subsystem and citizen technician subsystem by the theory of collaborative governance,which can expand the idea of data open ecosystem construction from the original single system construction to the composite system construction.Through the improvement of each subsystem,and then through the cooperation between each subsystem to promote the healthy operation of the data open ecosystem,at the same time,by solving the ubiquitous technical,organizational and environmental obstacles in the construction of the data open ecosystem,it can be continuously improved in the dynamic operation,and then fully tap the data value.
