Research On Sustainable Development Of Chinese Open Government Data Based On Data Ecosystem

Open Government Data is conducive to the supervision of public affairs and the construction of a "transparent government",to improve government social responsibility ?credibility and efficiency of government work.The development and processing of raw government data by data developers and the dissemination and utilization of Open Government Data by the public have both made Open Government Data realize re-value-added,create unlimited social value and economic benefits,and promote the development and innovation of human society.As the only platform for Open Government Data in China,the operation of the open data portal will directly reflect the development of Open Government Data in China.Whether the open data portal can operate well is the most direct manifestation of the sustainable development of Open Government Data.However,at present,the construction process of Open Government Data in China is relatively backward compared with that in Europe,America and other countries.Many provincial open data portals have been in a state of slow or stop updating,and the vast majority of prefecture-level open data work has just started,while the construction work of county-level government open data is little.In addition,there are still many problems and obstacles in the development of Chinese Open Government Data,and the reasons for its unsustainable development are not single.The sustainable development of Open Government Data requires the joint action of the government,data developers,public users,data policy and data technology and other influencing factors.How to make data information portal operation well at current,and guide the future to form a good mode of operation,that is,the sustainable development of China's Open Government Data has become the primary and main problem faced by our government.In this paper,by looking for literature and open access to government data portals,fully understanding the development of Europe and the United States open government data advanced cases,we will be familiar withChinese government on the construction of open data portal,define the main body in the participation of government in the work of open data and influence factors and the relationship between interaction relations.On this basis,this paper expounds the basic concept of open government data,cites the relevant theories of ecosystem and sustainable development,analyzes the development status of open government data in China.And then,based on the perspective of data ecosystem,that is,the main body of ecology system and the external environment of open data ecosystem,from the two angles of the current situation of Chinese open government data,this paper absorbs advanced experience from foreign countries and excellent provinces and cities in our country,and then to provide practical ideas and suggestions for our country Government Open Data current and future sustainable development model.The content of this paper is to make a further in-depth discussion on the basis of existing research results.The research perspective based on the data ecosystem is innovative,and there are few studies on the relationship and interaction between the participants and influencing factors of the open government data ecosystem by domestic and foreign scholars.The introduction of the concept of sustainable development is not only aimed at solving the problems and obstacles in the current development of open data,but more importantly,the research conclusions of this paper can provide more comprehensive suggestions for the future construction of Chinese Open Government Data.
