Since the 18 th National Congress of the Communist Party of China,the CPC Central Committee has further formulated and implemented the eight regulations of the CPC Central Committee,insisted that the party should be in charge of the party and strictly govern the party in an all-round way,and actively and steadily promoted the anti-corruption work,which effectively curbed the corruption of leading cadres in China to a certain extent.However,some leading cadres feel that it is not easy to be an official,and they do not seek for proper policies in their positions,which makes the phenomenon of "not acting as an official" more and more serious.Therefore,it is of great significance to study the phenomenon of "being an official but not acting as an official" and put forward the corresponding countermeasures to promote the modernization of China's national governance system and governance capacity.Based on the practice of strict administration of the party,this paper takes Xi Jinping's new socialist theory with Chinese characteristics,two factor theory,Downes' s bureaucracy theory and holistic governance theory as the theoretical basis,and adopts the methods of literature analysis and case study.It selects 150 cases of "no official" as the sample in the past three years,and is an official for leading cadres in China.The phenomenon of "not for" is analyzed and studied.The main part of this paper is divided into five chapters.The first chapter is the introduction,which briefly describes the background and significance of the research,domestic and international research and development status,and establishes the research ideas and methods of this paper.The second chapter mainly defines the core concept of "being an official but not being an official",and expounds its theoretical basis.The third chapter is an in-depth analysis of the performance and harm of leading cadres' inaction.The fourth chapter mainly discusses the causes of the phenomenon.Based on the above research,the fifth chapter puts forward the countermeasures and suggestions of governance.The research shows that in the practice of all-round and strict governance of the party,the main performance of "no official" of the leading cadres in our country is:procrastination,no action,no action,no action,no action on the surface.The main harms are: hindering the implementation of policies,increasing the administrative cost of the government;destroying the relationship between cadres and the masses,weakening theruling basis of the party;affecting economic development,hindering the progress of social development;corrupting the style of cadres,damaging the credibility of the party and the government.To explore its deep-seated reasons,the phenomenon of "being an official but not acting" mainly includes three factors,namely,system and mechanism factors,organization and social environment factors,and individual internal factors.In view of these problems,referring to the existing research results,this paper puts forward the Governance Countermeasures of "not acting as an official" from three aspects: improving the system and mechanism,creating a good political environment and correcting individual behavior motivation.
