“Leading Cadres not Official” refers to a non-acting act that a government official or a leading cadre fails to perform his or her duties in a timely and effective manner within the scope of his duties with legal obligations,and it is simply referred to as “inaction”.Since the party's 18 th National Congress,under the high pressure of anti-corruption and the continued in-depth anti-“four winds”,the phenomenon of “doing nothing for the officials” has “risked”.Under the new situation,“the power is idle”,"Missing public service functions" and "business-to-business back-to-back" appearances have caused great concern and vigilance.This article uses government officials as the research object,aiming to explore the logic of "doing no official" and its governance path.Specifically,how do we define the concept of "doing nothing for the officials?" and what are the negative influences.How do we establish a systematic theoretical framework to carry out a comprehensive analysis of the logic of "doing official?" The government's actions are not “governance actions.What are the specific practices and limitations of such actions? What are the “doing things for the officials” need to start with,and how to make up for the inadequacies of existing actions are the focus of this study.Based on this,this article defines the concept of “doing nothing for officials” and builds on the five elements(attitude,subjective norms,perceptual behavior control,behavioral intentions,and actual behaviors)and their interrelationships in the theory of planned behaviors.Including the theoretical analysis framework of “Leading Cadres not Official without being an attitude,Leading Cadres not Official without being subjective,and being an officer without a pe rceptual behavior”,and analyzing the generation of “doing no official” from three aspects: individual motivation,environmental pressure inducement,and system cause logic.Among them,the individual causes include the "official-level" ideology of government officials,the psychological gap in salary and benefits,and the personal interest derived from the identity of rational economic person;the causes of environmental pressure include the ecological environment of anti-corruption and high pressure,the negative portrayal of news media,and society.Public opinion is too harsh and the "disorderly" space is compressed;institutional causes include the unclear and unequivocal boundaries of power and responsibility,the lack of a systematic accountability sy stem,the inability of the evaluation and evaluation mechanism to form effective constraints,and unfair job promotions.Then,we elaborated on the existing typical governance actions at the individual level,environmental pressure level,and institutional level in China—the reform of the Northeast official idea-based action,the Wuhan television administrative action,the Guangdong heavy-handedness accountability action,and the recall action of the Guizhou West Anhui officials.The specific actions of eac h typical action and analyze its limitations.Finally,it proposes that NPC power should use multi-angle and multi-channels to tap incentive resources and exert external pressure to establish an effective external restraint mechanism and to innovate existing governance methods,with a view to providing practical and feasible solutions to the problem of “doing business as an officer” in China.The governance path is recommended.
