Research On The Problems And Countermeasures Of Social Forces Participating In Community Correction In Yizheng City

Community correction is a non-custodial execution method,which is a penalty execution activity as opposed to serving a sentence in prison.Its emergence and development is an inevitable choice to reduce prison pressure and execution cost.At present,the mitigation of penalty execution has become a global trend.Community correction reforms criminals by serving sentences in the community instead of traditional imprisonment,which promotes the transition of penalty operation from "state-led" to "state-society dual-led" mode,which is conducive to the use of social resources to reform criminals and help them adapt,improve the quality of reform,and make criminals not out of touch with society while undergoing reform,which is more conducive to their reintegration into society.Some developed countries and regions had the embryonic form of community correction as early as the end of 19th century and the beginning of 20th century,and gradually developed and matured after World War Ⅱ.Social forces played an extremely important role in community correction work in these areas,with diversified participants,complete related systems and smooth operation.China’s community correction started late,and began to be piloted in batches in 2003.During the past ten years,it has been gradually promoted.Although it has made certain achievements,it is still not mature,especially in terms of social forces’ participation.With the methods of literature research,questionnaire survey and interview,from the theoretical perspective of citizen participation theory,social governance and collaborative governance,this paper investigates the social forces’ participation in community correction in Yizheng City,analyzes the existing problems and reasons,and puts forward some countermeasures,in order to promote the social forces’ participation in community correction and improve the quality and level of community correction in Yizheng City.Firstly,the current situation of community correction work in Yizheng city is investigated on the spot,and the participation of various participants in community correction social forces in Yizheng city is described.Secondly,questionnaire survey was conducted among citizens and community prisoners,interviews were conducted with social participants in community correction,data were collected and summarized,and the problems of social forces participating in community correction in Yizheng City were summarized,mainly including insufficient participation of social forces,weak ability and little effect of existing social participants,and lack of effective coordination among participants.It also analyzes the causes of the problems,such as the lack of government attention and public awareness,the lack of institutional mechanisms and motivation for participation,the imperfection of community organizations and community construction,and the lack of cultivation of citizens’ voluntary spirit.Thirdly,through comparative analysis,the experience and measures of social forces participating in community correction in some areas at home and abroad are summarized to provide reference for Yizheng social forces participating in community correction.Finally,combined with the actual situation of Yizheng city,strengthen the concept cognition of the government and citizens and cultivate the social support atmosphere;Improve the policy guarantee for the participation of social forces and improve relevant working mechanisms;Improve relevant organizational teams and expand social participation;Strengthen the education and training of participants,improve the effect and level of participation,and put forward some policy suggestions to improve Yizheng social forces’ participation in community correction.
