Research Of Social Organizations’ Participation In Rural Community Government Under The Background Of Government Purchase Services

Effective rural governance is the foundation of rural revitalization,yet there are some practical problems in governance practices against the background of industrialization and urbanization.In order to solve the problem,the government has to continuously improve the rural community governance system,and establish a pluralistic governance pattern that integrates social organizations into the rural community governance system which can provides diversified public services and satisfy diversified needs with its own professionalism and complementarity.However,due to the public welfare and externality relative to the community of social organizations,to participate independently in community governance,especially the rural are as knows as the "acquaintance society",faces challenges,such as the distrust of villagers.Under such a circumstance,the government purchase service provides legal protection and rationalization opportunities for social organizations.This article selects the YR social organization that undertakes the “warm-hearted endurance” project to participate in the governance practice of Qiaohedong Village as the main case,supplemented by the governance practices of other social organizations,summarizes the current ways in which social organizations in Hebei Province participate in the governance of rural communities,and explores Problems existing in the governance practices of rural communities by social organizations that undertake government purchases.By analyzing the causes of the problems,the obstacles to the effective governance of social organizations are put forward,including the relatively lagging policy introduction,the urgent need to improve the purchasing mechanism,the weak organizational capacity building,and the insufficient awareness of villagers’ participation.In order to enhance the effect of social organizations participating in the governance of rural communities under the government purchasing service model,this study proposes four targeted countermeasures,including further creating a benign institutional environment,improving the government purchasing mechanism,strengthening the construction of social organizations themselves,and cultivating rural social capital.Effectively promote the pluralistic co-governance of the three main bodies of the government,social organizations and villagers,provide a strong guarantee for the efficiency and continuity of social organizations’ participation in governance,and comprehensively promote the rural revitalization strategy.
