Research On "Integrated" Collaborative Governance Model

Since the reform and opening up,with the rapid development of the economy and the continuous deepening of globalization and marketization,China is facing the reform challenges of economic and market system transition and rapid social transformation.It is this torrent of change that has made China's society gradually show the development trend of multi-dimensional dimensions and multiple values.As a result,the social environment is becoming more and more complex and gradually showing a high degree of uncertainty.Coupled with the diminishing daily trend of traditional management systems,social governance has become increasingly difficult to control.However,due to the substantial increase in the requirements of public service and management functions,many planning rights,examination and approval rights,and law enforcement rights in the specific work of the street are still in the hands of the line department.Therefore,this situation leads to the limited resources of the street and the ability to coordinate the resources of all parties,gradually showing the contradiction between the function and the resource mismatch,resulting in the accumulation of some difficult problems and pain points at the street level,laying a hidden danger for the grass-roots governance.Based on the above analysis,this paper takes the innovative mode of internal collaborative governance of Y District Government in Shanghai as the research object,takes the current situation of urban grass-roots governance as the research background,and takes basic concepts,theoretical basis,field research,practical cases,innovation theory construction and applicable suggestions as narrative contexts of collaborative governance in grass-roots governance innovation.And Through the literature analysis method,field work method,interview and inquiry survey method and other research methods,this paper discusses the issue of collaborative governance of grass-roots governments.Specifically,it is mainly discussed from the following aspects: First,the significance of research and the review of research texts at home and abroad.On thebasis of the problem,the theoretical significance and practical significance of the research are discussed.Under this premise,the researches of domestic and foreign scholars are combed,and the current researches are comprehensively reviewed.Second,the definition of the core concept and the interpretation of the theoretical basis.On the basis of defining the two core concepts of "grassroots" and"collaborative governance",the three theoretical foundations of this paper are analyzed simultaneously,namely,synergetics,managerial craftsmanship and government function theory.Again,the field research and the "grass-roots consultation day" activities are elaborated.In this part,the author first carried out a simple space and human description of the field preparation and the case of S Road,and then conducted an in-depth study on the formation motivation,specific implementation steps,main governance problems,solutions and effects of the"grass-roots consultation day".The background situation of conflicts between functions and resources,administrative inefficiency and the spirit of large investigations was drawn,and four implementation steps,the three main governance dilemmas and their solutions were described.Finally,the results of grass-roots consultations were tested by questionnaires.Then,based on the results of the previous survey,a "integrated" collaborative governance innovation model was constructed,and the basic connotation,sources,operating methods,characteristics,and advantages of the model were described.The main integration method is the horizontal coordination among various departments within the government and the vertical coordination between the grass-roots government and its dispatched institutions.All of them belong to an important part of China's collaborative network,which plays an important role in improving the efficiency and efficiency of grass-roots administration.Finally,it puts forward the applicable suggestions of "integrated"collaborative governance model.It mainly expounds the applicable suggestions of the"integrated" collaborative governance model from three aspects: building a collaborative platform,introducing multiple subjects,and improving the coordination mechanism.
