How Technical Governance Can Play A Positive Role

In recent years,the topic of technical governance has attracted the attention of the academic community.Some scholars believe that the reform and policy practice in the field of Chinese social governance is the leading logic,and represent the important development trend of urban governance in China in the future.There are two meanings of technology governance,one refers to the technical governance of administrative departments,that is,the technicalization of government behavior,how the government can use strategies to arrange people’s lives,and the other refers to how modern information technology successfully embeds the existing system and plays a role in governance.The research results in academic circles have made a full discussion on the many positive effects of technology governance in many directions,but there is a shortage of research on how technology governance can play an active role.This paper builds the analytical framework with the help of the theory of empowerment,and tries to explore the specific mechanism of the function of empowerment as an intermediary variable in the process of playing a positive effect on technology governance.The study uses a mixture of qualitative and quantitative analysis.Qualitative analysis includes: using the innovative social governance cases in the 2014-2018 "Innovative Social Governance Case Selection" series as text materials,and first using the multi-case text analysis method to construct the theoretical framework of technical governance,empowerment and positive effects of technology governance,and transforming technical governance into Internet information technology,organizational technology,Symbolic technology,institutional technology four types of technical governance means,the empowerment operation into the right to know,the right to association,the right to advise,the right to participate,the right to supervise and evaluate,the right to autonomy six categories,the positive effects of technical governance into promoting social organizations,social work development,improve social security and basic public services,improve the community governance mechanism,Helping to build the rule of law,promoting the construction of grass-roots party organizations,promoting grass-roots democratic consultation,safeguarding public security,maintaining harmony and stability,and promoting the transformation of service-oriented government functions in eight categories;Quantitative analysis uses the one-way linear regression model and binary logistic regression model to explore the specific mechanism of the role of empowerment as an intermediary variable in the process of positive effects on technology governance,which consists of three parts: the first part is to analyze the influence of technical governance and empowerment on the positive effects of technical governance.The second part explores the impact of the way technology governance affects empowerment from all dimensions of technology governance,while the third part focuses on further analysis of how empowerment affects the positive effects of technology governance on the basis of the second part.The study found that the way of technology governance will affect the positive effects of technology governance,the richer the way of technology governance,the more positive effects of technology governance.Technology governance plays a positive role through empowerment,and in the process,the more ways technology is governed,the more types of empowerment there are,and the more types of empowerment,the more positive the positive effects of technology governance.Among them,the way of the function of Internet information technology is to give the society the right to know,the right to advise and the right to participate,it brings more positive effects on improving the community governance mechanism and promoting democratic consultation at the grass-roots level.At the same time,by giving the right of supervision and evaluation to the society,Internet information technology can also play a positive effect on promoting the transformation of service-oriented government functions.The way in which organizational technology works is to give society the right to advise and participate,which also brings about the positive effect of perfecting community governance mechanisms and promoting democratic consultation at the grass-roots level.By giving the society the power of supervision and evaluation,organizational technology can also play a positive effect on promoting the transformation of service-oriented government functions.The way to symbolize the function of technology is to give the right of participation to the society,which brings more positive effects on the improvement of community governance mechanism.The way of system technology to play a role is to give the society the right of association,which brings more positive effects to promote the development of social organization and social work.By giving autonomy to society,it also exerts positive effects on perfecting the mechanism of community governance.In this study,there are some defects in the operation process of incomplete variables and positive effects of the technical governance of dependent variables.This paper holds that empowerment plays an important role in the process of positive effects of technological governance,and the modernization of national governance system and governance capacity has become an urgent task at the moment,and in the practice of social governance,which is an important part of national governance,we should vigorously advocate for social empowerment and enhance the ability to participate at the social level.To guide the society to actively participate in the practice of governance,with a view to achieving the benign development of society.
