Research On Optimization Of Changzhou's Colleges And Universities Voluntary Service Participate In Community Governance Route

Since the 18 th National Congress of the Party,the Party Central Committee with Comrade Xi Jinping at its core has continuously innovated the ideas,systems,mechanisms and methods of social governance,leading the grassroots social governance to achieve tremendous achievements.The “Decision of the CPC Central Committee on Several Major Issues Concerning Upholding and Improving the Socialist System with Chinese Characteristics,Promoting the Modernization of the National Governance System and Governance Capability” adopted by the Fourth Plenary Session of the 19 th Central Committee of the Party clearly stated that“building a new pattern of grassroots social governance”.It is a scientific guide for strengthening and innovating grassroots social governance.Community governance is an important part of grassroots governance,at the same time,the improvement of community governance is an important part of the modernization of the national governance system.Volunteer service is a form of social organization participating in community governance.In the process of local colleges serving community governance,it not only reflects the connotation of college education and social service functions,but also participates in community governance as an important subject.College volunteer service has also become a necessary link to improve the community governance system,and its functions and impacts are increasingly prominent.In the context of the level of community governance and system modernization,this paper proposes to participate in the process of community governance around the volunteer service of local colleges and universities,and proposes through effective path optimization design that serves to improve the level of community governance and improve the governance system.This paper is based on the analysis of the experience of domestic and foreign college students volunteering to participate in community governance and its reference significance.Guided by the two theories of voluntary service associations and pluralistic governance,the writer earnestly studied the related theories,treatises,and studies on voluntary service at home and abroad,and participation in community governance.In this study,the writer focused on the relationship between voluntary service participation and community governance in local universities.The current content was investigated and analyzed.Through research,interviews and other methods to understand the content,form,mechanism,achievements and other aspects of college volunteer service in the process ofcommunity governance.In the participation process and links,the government,neighborhood committees,social organizations,universities and other main body analysis,sorted out the problems and contradictions and analyzed the reasons.In view of the existing problems,this paper based on the four aspects of organizational path,practical path,leading path and guarantee path,from strengthening organizational construction,scientific positioning,improving mechanism,improving guarantee,and cooperating with multiple subjects to participate in the relevant links of community governance,from the participation path of how to effectively participate in the planning and designing of the community and serving the needs of community governance to improve the needs of research and optimization strategies.In terms of the respective functional positioning,role transformation,and role play of the government,community,and universities in the process of participating in community governance by university volunteer services,the three parties of government,society,and school jointly promote the cooperation model,long-term mechanism,capacity improvement,and brand of volunteer services.To build,in the era of big data,the paper provides optimization strategies for precision services,social organization development services,rule of law regulations,and capital resource guarantees.Through the optimization strategy of the participation path,colleges and universities can effectively serve the improvement of the community governance level and the improvement of the community governance system in the actual process of participating in community governance.
