Difficulties And Ways Of Rural Governance In Sheyang County

The report of the 19 th National Congress of the Communist Party of China puts forward the goal of promoting the modernization of the national governance system and governance capacity.The improvement and effectiveness of the rural governance system is of great significance in the national governance of China.The rapid development of economy and the continuous improvement of social governance ability after the reform and opening up cause the enormous alteration of actual situation in the rural society.It is urgent to constantly improve the rural governance system and the governance effect in theoretical research and practice to satisfy the higher requirements of the governance ability.This paper uses the interview method to deeply understand the thought of the leaders of grass-roots government,village cadres,heads of social organizations,villagers,etc.The literature method is also used to study the latest research on rural governance at home and abroad.Focused on the function orientation of rural governing subject and the coordination of individual subjects,and comprehensive analysis which combined the above research and the rural governance system of "three governance in one" is applied.The propose is to find a suitable and effective way of current rural development and governance in Sheyang county,and provide some references for the improvement of the coordinated governance theory and the formulation of the national rural work policy in the future.Firstly,the background,significance,research ideas,methods,and innovation of this study are discussed.Then the theoretical basis of this study,including the definition of the concept,relevant governance theory,the evolution of rural governance model and the basic situation of Sheyang County are presented.Subsquently,the main existing difficulties is carefully analyzed,and causes analysis is applied according to four governance subjects in rural governance of Sheyang County.Meanwhile,experience of the rural governance in advanced regions at home and abroad is learned and the path selection of strengthening rural governance in Sheyang County is discussed from the perspective of multi governance subjects collaborative governance and the establishment of "three governance in one" governance system.
