Research On The Improvement Of The Organizational Capacity Of Rural Grassroots Party Organizations Under The Background Of Fighting Poverty

Winning the battle against poverty is an urgent task for the Party and the country,which concerns the building of a well-off society in an all-round way and the common prosperity of all the people.As the basis of all the party's work and the fighting force in rural areas,the rural grassroots party organizations are the fundamental organization guarantee to win the battle of fighting against poverty,General secretary Xi Jinping has repeatedly stressed the need to combine fighting against poverty with the building of grassroots party organizations in rural areas.At present,the campaign against poverty has reached its final stage.The remaining tasks of combating poverty are arduous,and it is very difficult to consolidate the achievements made in this regard.The more necessary it is for the rural grassroots party organizations to be well established and to play their role as leadership core and battle bastions.The report of the 19 th National Congress of the Communist Party of China(CPC)puts forward that strengthening the construction of grassroots party organizations should focus on improving their organizational forces,which points out the direction for the construction of rural grassroots party organizations.In the new era,in order to ensure the rural grassroots party organizations to play a better role in fighting against poverty and consolidating achievements,it is necessary to enhance the organizational forces of the party organizations.Based on this,this paper takes fighting against poverty as the background,and discusses the improvement of the organizational forces of rural grassroots party organizations from many aspects.This article has four chapters.The first chapter defines the related concepts of the organizational capacity of the rural grassroots party organizations,it holds that organizational capacity is the resultant force formed by the interaction of four aspects:organizational leadership,policy implementation,mass mobilization and development impetus,it also explains the theoretical basis of the organizational capacity of rural grassroots party organizations based on the relevant theories of Marxism–Leninism classic writers and the CPC.In the second part,starting from the historical evolution of poverty alleviation,the interactive formation process between poverty alleviation and rural grassroots party construction,and the internal relationship between fight against poverty and the improvement of the organizational capacity of rural grassroots party organizations,the author expounds the necessity and importance of improvingthe organizational capacity of rural grassroots party organizations in the context of fighting against poverty from five aspects.The third chapter combines the reality of rural development,from insufficient political function,the leadership of fighting against poverty work needs to be strengthened,the overall quality of the cadre team is not high,and the policy implementation of fighting against poverty needs to be strengthened,the problems faced by the enhancement of the organizational capacity of the rural party grassroots organizations are expounded in four aspects,namely,unobtrusive service functions,insufficient mass mobilization,weak mass sense of gain,and the drive to get rid of poverty and become rich needs to be improved.it also analyzes the reasons that the role of organizational forces is not fully played from five aspects,they are the influence of traditional values,the change of peasants' demands,the transformation of rural economic and social structure,the imperfect and ineffective related systems,and the need to push on the rural areas to govern the party comprehensively and strictly.Chapter IV,in the light of the existing problems,from giving prominence to political functions,enhancing leadership in fighting against poverty work,strengthening team building,enhancing policy implementation in fighting against poverty,strengthening service functions and enhancing mass mobilization,and focusing on rural revitalization,enhancing the driving force of economic development in four areas to improve the organizational capacity of the actual path.
