Research On Government Supervision Of The Aged Service Industry Under PPP Mode

Since the reform and opening up,China's economic strength has been growing rapidly and the population has been increasing.Among them,the number of elderly people has been increasing and their proportion in the total population has been increasing.According to the current situation of the pension service industry,the construction and operation model are not enough simply through the original government investment.Therefore,more and more pension service industries adopt the PPP model.This model can not only alleviate certain government debts,but also introduce professional management institutions into the pension service industry.But because the PPP mode in our country has just started,will produce a series of problems in the process of practice,for example,from direct participation in government identity changed to regulation,behind the scenes at the present stage of local government in the absence of laws and regulations of the PPP projects,related professional supervision of talent training,which requires the government to establish a set of reasonable regulatory mechanism,make the better development of PPP model in the pension service model.Through case study,comparison and literature research,this paper puts forward reasonable suggestions on the existing problems of PPP mode in the elderly care service industry.First,it searches and analyzes the relevant data of PPP mode in the domestic and foreign elderly care service industry,and then analyzes the elderly care service industry,Based on the analysis of the community pension service PPP project in Zhang gong District,Ganzhou,Jiangxi Province,this paper points out the existing problems in the PPP mode supervision of the pension service industry,including:the problems in the administrative supervision of the government;the problems in the legal supervision;the cooperative units Problems existing in the level of performance supervision;problems existing in the level of social public supervision.Secondly,the analysis of the causes of these problems mainly focuses on:lack of supervision or offside supervision of administrative departments,improper arrangement of administrative authority of professionals,unskilled in the approval business;the whole process of legislation is not detailed,the key factors are not dealt with firmly,the lack of high-level basic legislation,the relevant laws and policies go out of many doors and conflict with each other;the lack of professional management of cooperative units In fact,the cooperative units have interestdisputes;the government's information disclosure and assessment mechanism is not perfect,and it is difficult for the masses to know and supervise the relevant issues.Thirdly,from the perspective of public management,by comparing the advanced government supervision methods of Singapore and the United States,this paper puts forward suggestions in the following four aspects:at the level of government administration supervision,establish special government supervision departments and increase cooperation between external supervision departments;Establish evaluation system and unified supervision system;establish professional talent team.legal level of supervision,establish and improve PPP in the field of pension Model related legislation;establishment of dispute resolution methods.cooperation unit performance supervision level,clear power and responsibility,introduction of professional supervision;establishment of supervision performance evaluation;cooperation unit operation effect supervision.social public supervision level,strengthening information disclosure mechanism;increase public supervision and participation channels.It can play a positive role in the effective promotion of PPP mode in China's pension service industry.
