Study On The Problems And Countermeasures Of Grassroots Government Petition Work In The Era Of We-media-A Case Study Of Hechuan District Of Chong-qing

In 2013,at the Third Plenary Session of the 18 th Central Committee of the Communist Party of China,the direction of the modernization of the country's governance system and governance capacity was put forward,emphasizing that governance means should be diversified,and estimating that different forms and categories of governance means should be adopted by governments at all levels,focus on improving organizational and governance capacities at all levels of government.The government takes advantage of the new media's convenience,wide coverage and interactive feedback nature to integrate the new media into the tools of national governance.Through new media channels,the scope of people's participation in political affairs can be broadened,the distance between the people and the government can be pulled through the Internet to ask for political affairs,the emotions of the people can be channeled and social stability can be maintained,and the convenience of new media can be enhanced,network pre-examination or network approval,reduce the steps of the public to work,improve efficiency,better service to the public.The application of new media science and technology to social governance plays an important role in promoting the governance pattern and the governance capacity,and is conducive to the optimization and upgrading of the governance mode and level.This paper is divided into four chapters to explore the related issues,mainly based on the practices and experiences of management innovation in Chongqing grass-roots communities under the new media environment.The first chapter and the second chapter mainly from the related concepts,namely the new media,the grass-roots community management concept and characteristics,and then proposed grass-roots community management this key word academic significance and connotation form.The third chapter mainly from the current new media environment for Chongqing grass-roots community management problems and the reasons behind the analysis.This paper reveals the corresponding problems from the angles of the main body of the community participation,the technical mechanism of the integration of the new media into the community management,the supervision platform and the evaluation system,etc..The fourth chapter mainly analyzes the path of Chongqing grass-roots community management innovation under the new media environment,specifically from the grass-roots community management platform optimized by the new media,the construction of organization team and the exploration of the Innovation Path from the view of legal system and legal norm.In short,the new media environment provides an opportunity for Chongqing grassroots community management innovation,this is the change of idea and action,but also a national management system modernization practice,although limited by level and time,have not yet fully developed,but we are looking forward to future more in-depth study,obtain more real work.
