Research On The Function Optimization Of Chongqing Basic Level Government In Rural Infrastructure Construction

Chongqing is a large rural & large urban symbiosis with mountainous terrain and multi-ethnic characteristics.Although urban and rural development has been implemented,the urban-rural differences have not been fundamentally changed,regional economic development is extremely unbalanced,and rural infrastructure construction and management have a long way to go.As the concrete executor,rural infrastructure builder and manager of overall urban and rural development measures,the township grass-roots government is the bridge and link between the local and central governments to connect the public and the villagers' autonomous organizations,the pacesetter to solve the problem of "agriculture,rural areas and farmers",and one of the key forces to promote the integrated development of urban and rural economy and build a well-off society in an all-round way.In the construction of rural infrastructure,we should change the functions of township government,take the construction of service-oriented government as the goal of administrative system reform,promote the co construction and co governance of urban and rural infrastructure,and promote the government and diversified subjects to participate in the governance and development of rural areas.At present,the reform of the relevant functional organization structure of Chongqing Township and grass-roots government in the rural infrastructure construction project has achieved some results,but the functional focus,performance mode and performance ability training of the grass-roots government have not made breakthrough progress,and the rural infrastructure construction and management still face many problems,such as a wide range of tasks,lack of construction supervision and so on.Based on the Marxist government theory and governance theory,and based on the relevant research literature at home and abroad,this study analyzes the current situation of rural infrastructure construction and grass-roots government functions in Chongqing,summarizes the problems and causes in the performance of grass-roots government functions,and puts forward corresponding functional optimization countermeasures.Through the way of questionnaire survey to the representative villagers and social organizations in Chongqing,the function status quo and function satisfaction of Chongqing basic level government in rural infrastructure construction are investigated,which provides the empirical research basis for this paper.Through investigation and comprehensive analysis,it can be seen that when Chongqing grass-roots government performs the functions of rural infrastructure construction and management and maintenance,there are many problems,such as tight financial revenue and expenditure,weak public service awareness,low participation of social subjects,and backward grass-roots governance means.To explore the countermeasures to optimize the functions of the township grass-roots government,this study holds that the township grass-roots government should firmly establish the principles of service,legal system and efficiency,carry out the function optimization from the aspects of the concept of governance,the supply side reform of infrastructure construction,the reconstruction of the relationship between the functions of the grassroots government and the innovation of the way of function performance,improve the mode of government + multi-agent co governance,and build the mode of adapting to informatization Social infrastructure construction and management and protection mechanism in rural areas to improve the social and economic benefits of public products.
