Research On The Policing Function Of The Ancient Household Registration System In China

The household registration system is an important institution in China`s traditional society,which plays a significant role in the governance of ancient society.An in-depth study on the policing control function of the ancient household registration system in China is helpful to clarify the basic status of the policing control function in the household registration system and to enrich the discussion of the household registration system in the history of the policing.This study uses the methods of literature research,historical analysis and logical analysis to outline the overall pattern of the ancient household registration system in China from the three aspects:the origin,essence and function realization mechanism.On this basis,this study makes a comprehensive analysis of the policing control function of the ancient household registration system in China based on the symbolic control theory,and builds an explanation framework for understanding the policing control function of the ancient household registration system in China.The ancient household registration system in China was formally formed in the Shang Yang`s Reform of the Qin State in the early Warring states period,based on the registration of population information.Its essence is the social control over people.The study of the historical changes of the ancient household registration system in China shows that it has five social control functions: policing control function,economic control function,national defense guarantee function,scholars' political guarantee function,and social welfare guarantee function.Among the five control functions,policing control function is the basic function of the ancient household registration system and the basis for the operation and work of other functions.Through the application of symbolic control theory,it is found that household registration has symbolic characteristics and there is logicality among "symbol,power and control".The basic logic of policing control of the ancient household registration system in China is to realize orderly organization and management through the identification of population differences.The core of the control of the household registration system is to build a symbol control system which based on the household registration.The system takes the household registration symbol system as the "skeleton" and takes the household registration symbol control mechanism as the "flesh and blood",which are mutually dependent and interrelated.The function of policing control of the ancient household registration in China mainly displays in the six aspects: the registration of the basic information of the household registration,the construction of grassroots autonomous organizations,the collecting and distributing of policing resources,the policing moralization of the grass-roots people,the restriction and management of the floating population,and the control of deviant behavior.Their corresponding symbolic controlmechanisms are: individual household registration symbolization,household registration symbol systematization,household registration symbol systematic mobilization,symbol identification and internalization,household registration symbol solidification,household registration symbol maintenance.From the historical experience of policing function of the ancient household registration system in China,the modern household registration system reform should clarify the basic role of the policing control function of the household registration system in the social control,highlight the role of citizens' basic information registration in the household registration system,realize function transition of the household registration system from control to service control,effectively play the role of the household registration system in the grass-roots policing management and the family preference.
