There is a close relationship between control of urban population's mechanical growth and reform of household registration system(HRS). On one hand, the control of urban population's mechanical growth mainly depend on urban-rural population migration control carried out by HRS. On the other hand, with the development of reform of market-oriented economic structure, the traditional HRS cannot meet the needs of modern society and calls for immediate reform, but if the control of population migration be cancelled, the government will have no method to control urban population's mechanical growth.Facing the emergence of such an unprecedented large mobile population and the drawing less function of system, is it still necessary to control mechanical growth of urban population? Is the HRS really nothing worth? How to carry out the reform of HRS?The following conclusions could be made through this research: it is necessary to control mechanical growth of urban population, because population expansion in urban areas will lead to urban morbidity, which means when population increase in urban areas beyond its carrying capacity, the city will suffer from such bad consequences as environment pollution, traffic congestion, shortage of housing supply, urban sprawl, big difference between rich and poor and crime problem etc. The HRS should be correctly evaluated, both its positive effects and the necessity of reform should be recognized. On the basis of objective assessing the effects of HRS, the author also fully discusses the difficulty of reform. One is that too many benefits are adhered to hukou, the other is that theunbalanced development among different districts. If we ignore the development difference among districts and reform of systems in combination with HRS, we will suffer from urban morbidity instead of urbanization. The reform of HRS should follow the step-by-step principle, such reform of systems as the education system, housing system, social security system and labor system should be conducted before the reform of HRS. Meanwhile, under the condition of huge income and welfare difference among districts, the immediate cancel of HRS will lead a large number of rural people pouring into urban areas and destroy cities. The author also take zhengzhou as a typical example to discuss the effect of HRS on controlling population's mechanical growth in urban areas. And concludes that the system will influence the growth pace and distribution of urban population. When the hukou policy be conducted loosely, the growth pace of urban population is fast, and population will gather to those districts which have resource advantage, but population grows slowly when the government tightens the hukou policy. In the end, the author discusses the goal of HRS reform, includes carry out the reform of systems in combination with HRS, and implement ladderlike HRS reform which aims at the reality of unbalanced development among districts.
