Research On The Governance Of Security Problems In The Flow Of Border Population

Since the reform and opening up in the 1980 s,China's rapid economic development has promoted the acceleration of the urbanization process,and a large-scale population movement has occurred.As a basic force for guaranteeing border security and promoting national border development,it is necessary to always pay attention to population changes and development trends in border areas.With the trend of social and economic development,the movement of people inside and outside the border area,including the loss of border population and the inflow of cross-border population,seriously affects the population structure,population distribution,social structure and social stability of the border area,which in turn affects border security.These issues are related to economic society,territorial integrity and national security,and need to be discovered in time and effective measures taken to actively respond.The purpose of this study is to explore the interrelationships between population movements in border areas,with the dynamics of population movements in border areas as the core,based on population security,social security,and overall national security concepts,with the help of literature research methods,comparative research methods,and statistical analysis Methods such as methods,inductive summaries,etc.,using demographic data,conducted the following studies:Firstly,the background of the research is put forward,and a detailed review of the research status at home and abroad is made.On the basis of defining the concepts of borders,border areas,and population mobility,the necessity of security management of border population mobility is theoretically put forward;secondly,with the analysis of the current situation of population changes in border provinces as an entry point,the total population and mobility of border areas are analyzed in detail The specific patterns formed and analyzed by categories,namely,the population in the border areas of Yunnan and Guangxi increased steadily,the population in the border areas of Gansu and Inner Mongolia remained basically unchanged,the population in the border areas of Xinjiang and Tibet fluctuated and declined,and the population in the border areas of Heilongjiang,Jilin and Liaoning continued to decrease.Further analysis found that the population changes in the border counties in the border area are basically consistent with the total population changes in the border area,that is,the total population change in the border area is the result of the changes in the border counties.At the same time,the analysis of the natural growth rate and the mechanical growth rate of the population changes in the border counties found that the population changes in the border counties were mainly dueto the mechanical changes of the population,that is,the population movements.The continuous outflow of population in the border area affects population security and non-traditional security,mainly due to the loss of population size leading to a lack of quantitative guarantees for population security,the imbalance of population structure leading to a lack of quality assurance for population security,the imbalance of population distribution leading to the lack of regional security for population security,and the continued outflow of population Traditional security issues;the massive influx of people on the border disrupts social security and traditional security issues,mainly related to illegal and criminal issues,livelihood security issues,and traditional security issues.By drawing on the experience of the United States and the European Union on the governance of population migration in border areas,constructing a governance strategy for the security of border population movements,including improving legislation to strengthen the rule of law,scientifically deploying and formulating population development strategies,adjusting ideas to build a social governance system,and strengthening departmental coordination and Multilateral cooperation.
