A Study Of Criminal Investigation Of Traditional Minor Offenses Of Theft, Robbery And Fraud

The number of traditional minor offenses of theft,robbery and fraud has always been very high.For a long time,it has seriously reduced the people's sense of social security and satisfaction,which is not conducive to maintaining social harmony and stability and ensuring people's livelihood.In the era of big data,traditional minor offenses of theft,robbery and fraud account for about 60% of the total number of criminal cases,and such offenses are becoming increasingly professional,organized,cross-regional and industrialized.As a result,the investigative departments are often exhausted and passive,making it difficult to break the bottleneck of the low detection rate.In order to better solve these striking problems,this article takes the traditional minor offenses of theft,robbery and fraud which are supervised by the Ministry of Public Security of the People's Republic of China or investigated by the investigation departments in multiple regions as examples to analyzes the present situation and the development trend.This article also sorts out the dilemmas and difficulties in the investigation process according to field research,and on this basis summarizes and refines the investigation model,early warning countermeasures and crackdown countermeasures for such offenses.This article is divided into five parts.The first part presents the research background,conducts a literature review,and elaborates the research methods.The second part defines the concept of "minor offenses" and "traditional minor offenses of theft,robbery and fraud",and analyzes the current status of the traditional minor offenses of theft,robbery and fraud.The third part describes the development trend of such offenses from three aspects: subject,behavior and object.The fourth part summarizes and analyzes the current dilemma of such offenses in investigation.In order to solve the dilemma effectively,the fifth part elaborated the investigation countermeasures.The investigation of such offenses should adhere to the datadriven investigation model,establish a synthetic combat mechanism dominated by the criminal investigation department and coordinated by multiple police departments,and actively discover criminal clues through the early warning model to achieve accurate early warning of high-risk personnel.After the offenses occurs,the investigator should conduct the crime scene investigation,video investigation and online investigation,while simultaneously investigating a series of offenses in tandem with the help of the synthetic combat mechanism.In addition,we are also supposed to pay attention to the control and recovery of stolen goods,innovate traditional position control methods,strengthen the control of stolen goods on the Internet and the logistics channel of delivery,unblock the return channel of stolen goods and promptly recover the property losses for the people.
