Research On Public Security Risk Prevention Of Cyber Deviant Behavior

In recent years,with the improvement of the convenience of online socializing,the deviant behavior which fails to be punished by formal norms and violates the general social norms,public order and fine customs,as well as spreads adverse effects in the Cyber society is increasing.Although some cyber deviant behaviors have not led to serious harm,there are some public security risks.Recently,the number of civil infringements and even criminal cases caused by cyber deviant behaviors has been increasing,which should arouse the attention of relevant governance authorities.Therefore,it is particularly important to prevent internet deviant behaviors and the public security risks generated by them.This is not only one aspect of the "front-end prevention" of the maintenance of public order,but also a problem to be considered at the "virtual" level of the three-dimensional public security prevention and control system.Cyber deviant behavior is different from the general cyber crime and cyber anomie behavior.In practice,the behavior of the internet participants is often manifested as a violation of public order and fine customs,public moral standards,general social norms and mainstream values,and it has not reached a minor misconduct that can be punished by law.Cyber deviant behavior can be divided into discourse right-oriented,interest-oriented and social-oriented types.Its development status is mainly manifested in the expansion of negative effects,homogenization of deviant groups,concealment of deviant behavior and vulgarization of content and information.Since the relationship between cyber society and the real society is no longer the virtual and real binary relationship which is difficult to cross and coordinate,but a relationship that can be directly and practically influenced.Therefore,the adverse effects of cyber deviant behavior are constantly highlighted both online and offline,and affect people 's ways of thinking and acting.The security risks such as personal safety risks,property safety risks,national safety risks,and social management risks that cyber deviant behavior may cause cannot be ignored.The causing reasons of public security risk triggered by cyber deviant behavior are complicated,and cannot be simply attributed to objective reasons such as anonymity of the cyber society,insufficient network supervision,and lack of informal regulations in the internet world.Some subjective reasons,such as the overturning and conflicting of the network participants' value concept,the lack of morality,the dilution of interpersonal relationships can also result in network social disorder and cybersecurity risks.Meanwhile,from emergence to causing public security problems,the cyber deviant behaviordoes not experience a one-step process,but has gone through the evolution of "value rationality deviation-normative legitimacy deviation-behavior deviation".In terms of governance,in order to manage the cyber deviant behavior and conduct cyber security prevention,some foreign countries and regions have established relatively complete legal systems.At the same time,they also pay attention to security governance based on emerging technologies,develop collaborative network management and soft internet constraints,as well as have implemented grading management,etc.,which has certain reference significance for the governance of cyber deviant behavior in China.According to the current situation,the risk prevention strategies aiming at the cyber deviant behavior should include: first of all,it is necessary to ensure regular and institutionalized formal control to improve the legal construction and promote the law-based governance of internet comprehensively.Meanwhile,it is also essential to advance the establishment of internet risk warning,introduce technologies for front-end governance of risk,and enhance the combination of emerging technologies and internet policing.Secondly,it is indispensable to consolidate informal social control by integrating online interpersonal capital,as well as to cultivate netizens' sense of online order identity through propaganda and education of public security.At the same time,it is necessary to comprehensively strengthen the social regulations and emotional constraints of the cybersecurity community,and encourage netizens to participate in the cooperation of maintaining cyber security,and enhance social trust and strengthen cybersecurity collaboration.
