| In traditional public security work,the police branches are relatively independent and do not have a strong sense of cooperation,making it difficult to carry out in-depth investigation and coordination work.With the rapid development of social economy and science and technology,criminal offenses have become more and more dynamic,professional,intelligent and organized,and the traditional public security investigation model has become difficult to meet the needs of the current social situation.It is imperative to pool the resources and forces of the investigative department to carry out reform.Under the background of big data,the synthetic combat mode is the optimal path of reform after practice.In 2021,H City public security organ explored a synthetic combat path supported by intelligence thesis and judgment and with investigation and strike work as the main body,and established Investigation and Strike Synthetic Operations Center in each County-level public security organs to organically integrate police strength and resources to maximize benefits and achieve precision strikes.The Investigation and Strike Synthetic Operations Center does not occupy authorized size of a Public Security Organ body,but deploys elite strength to achieve synthetic operations,which breaks down the barriers of the team system,and it also realizes Intelligence-guided investigation,which effectively alleviates the problem of inadequate police numerical strength in local police station.When the current investigation system has not been thoroughly reformed but it is faced with the task of combating complex crimes,the Investigation and Strike Synthetic Operations Center provides a new idea for the investigation reform.However,there are still many problems in the actual operation of the H City Public Security Organ Investigation and Strike Synthetic Operations Center.From the perspective of holistic government this thesis researches the problems and causes in its operation and puts forward corresponding countermeasures,which can provide theoretical support for the improvement of Investigation and Strike Synthetic Operations Center and further improve the operation of Investigation and Strike Synthetic Operations Center,and improve the criminal crackdown efficiency of the H City public security organs,and provide reference samples for the investigation system reform in the future.Through case analysis and interview,the thesis finds that H City Public Security Organ Investigation and Strike Synthetic Operations Center has fragmentation problems such as too many special class,information resources cannot be shared,and technical resources are divided,and there are also problems about top-level design such as no corresponding superior department,no standardized system,insufficient publicity and education,etc.Based on the core connotation of holistic government,this thesis argues that the cause of the problem is that H City Public Security Organ Investigation and Strike Synthetic Operations Center does not integrate the functions of the special class,lacks vertical linkage with the superior department,insufficient micro-coordination,insufficient use of information technology,and does not form a unified value identity.Finally,this thesis puts forward five major countermeasures,one is to get functional integration through the integration of strike class,the second is to strengthen vertical collaboration through up-and-down linkage,the third is to strengthen the use of technology by consolidating information construction,the fourth is to strengthen micro-coordination with standardized coordination systems,and the fifth is to shape value identity through unifying ideas,... |
