As a maritime country,Japan has always paid close attention to ocean affairs.In the 21 th century,driven by various forces,the South China Sea issue has attracted more and more attention from the international community,and the Japanese government has begun to adjust its South China Sea policy.In general,Japan's South China Sea policy has changed from indirect influence to direct intervention,from economic focus to further political focus.The reason for Japan's policy change in the South China Sea is the result of multiple factors.In this paper,the analytic hierarchy process is applied to analyze including the international system-regional-Sino Japanese relations-Japan.The international system mainly focuses on the changes in Sino US relations;the regional level mainly focuses on China-ASEAN and Japan-ASEAN relations;the Sino Japanese relations mainly focus on the structural changes in East Asia,and the Japan's domestic level mainly involves its political litigation in pursuit of national normalization.This paper also analyzes the consequences of Japan's policy change in the South China Sea from previous aspects,and finally puts forward China's countermeasures.
