The South China Sea Issue has played an important factor in recent years to plaguing the stability around China and impacting the relationships between China and the Southeast Asia countries. The production of the South China Sea Dispute has deep historical reasons, since the late 1960s to 1970s, the Southeast Asian countries especially Vietnam had begun to invase the South China Sea islands and become more serious in the 21st century. With the international energy crisis, the situation in the South China Sea which has rich oil and gas resources seems more acute and complex.China has indisputable sovereignty over the South China Sea and its islands, we have both a lot of historical basis and the reliable legal basis . However, Vietnam, the Philippines and other countries also made the claim to sovereignty over the South China Sea Islands in the last century, that is a complete violation of our territorial sovereignty and a plunder of South China Sea rich oil and gas resources. In order to maintain the stability of the surrounding environment, and committed to the development of the domestic economy, China proposed the policy "shelving disputes and seeking common development in South China Sea"in late the 1980s. However, the international situation changes over time, this policy has not effectively resolved the South China Sea Issue and controled the complex situation in South China Sea region at the present stage.Facing with the Southeast Asian countries and Western powers, combined with the new international environment and international situation, China should size up the situation, timely adjust and identify the more effective policy, make the South China Sea situation stable. I believe a new way of thinking can provide an active solution to the South China Sea dispute and make stable solution in this area.
