Study On The Policy Implementation Optimization Of County Government To Promote The Development Of Characteristic Industries

Since the mid-1980 s,China's policy implementation research has been in a stable development stage.In the research of policy implementation mode,gap judgment and influencing factor analysis,the research and analysis of China's policy implementation has made some achievements,highlighting the Chinese characteristics of the new era,showing the complexity,dynamic and contradictory process of policy implementation.However,in general,China's policy implementation research focuses on case analysis,the research method is relatively simple,the accumulation of knowledge production is still lacking,and the corresponding theoretical dialogue is also insufficient.Looking forward to the future,China's policy implementation research still needs to be based on China's administrative practice,clear research path and improve research methods.Facing the good life is people's increasing needs and the contradiction between the inadequate development imbalance,local homogeneity,templated way of industrial development,as well as the national economy development of the practical need of high quality,with strong local characteristics of characteristic industry,give full play to its role in promoting social and economic development and national economic strength,is now around the first choice of economic development.As the forefront of policy implementation,county-level governments play a crucial role in promoting the development of characteristic industries,and their performance in the process of policy implementation always affects the effectiveness of policy implementation.In order to optimize the county government to promote the development of characteristic industry policy implementation research,better strengthen the development of grassroots industry.In this paper,using the method of documentary,interview and case analysis,from the policy execution mode,perform theory,difficulties,etc made the relevant expositions of policy research at home and abroad,taking the comprehensive study of policy implementation problems,in order to PL city policies to promote the development of wine industry in shandong province as an example,introduces the process of policy implementation,evolution and the status quo,such as effectiveness,parsing the industrial policy execution planning,supervision,personnel,mechanism and so on work,combed the PL,the government behavior of each stage of policy implementation,comprehensive analysis of the problems existing in the policy execution and the hindering factors,Ningxia,gansu,hebei,etc for reference in promoting the practice of industrial policy implementation,and sums up the implementation way,executive main body and the regulatory experience,On this basis,some Suggestions are given to optimize the policy implementation,for the county territory characteristic industry development policy provides a theoretical reference and reference.
