Research On Government Functions In The Development Of Characteristic Agricultural Industry

For the perspective of developing agriculture in China,the key to promote the modern agriculture lies in supporting modern industries,which realizes the transformation from traditional agriculture to modern agriculture,solves the problems of agriculture,rural areas and farmers ultimately and achieves the grand goal of building a well-off society in an all-round way.Due to the weak nature of agricultural development,the government is necessary to provide relevant support for the development of modern agricultural industry.,from macroscopic planning,mesoscopic mechanism to micro-management,This paper takes the Chinese herbal medicine industry developing in Shejia Town,Wudi County,Binzhou City,Shandong Province as the research object.Firstly,it analyzes the development status of the Chinese herbal medicine industry in Shejia Town and clarifies the corresponding role played by the Shejia Town Government in the process of developing the Chinese herbal medicine industry.The policies and measures adopted,combined with market failure theory and government function theory,hadbeen carried out in-depth and meticulous analysis in order to elaborate the problems in the development of Chinese herbal medicine industry in Shejia Town.Subsequently,this paper selects the Chinese herbal medicine industry in Bozhou City,Anhui Province,and the characteristic agricultural industry in the Netherlands,which is mainly based on animal husbandry and planting,as typical cases of domestic and foreign government optimization functions to promote the development of characteristic agricultural industry,and demonstrates the government optimized functional measures.A comprehensive analysis of the system suggested an inspiration for improving and optimizing the functions of Shejia Town Government.According to the relevant strategic choices and the experience of domestic and foreign government functions to optimize the development of characteristic agriculture,combined with the development status of the Chinese herbal medicineindustry in Shejia Town,this paper proposes the function optimization suggestions of the Shejia Town Government in the development of Chinese herbal medicine industry:firstly,the town government should change the mechanism of government functions,clarify the boundaries of government power,insist on building an efficient service-oriented government,relax the management model of the Chinese herbal medicine industry,and let the market play a leading mechanism.This is the key to optimizate government functions.Secondly,the township government should further implement and support policy and financial tilt,and promote infrastructure relating to the Chinese herbal medicine industry through innovative financial models.Thirdly,the government of Shejia Town should focus on the development of the Chinese herbal medicine industry and promote brand building.Fourthly,through cooperation with relevant research institutes in Shandong Province,a new type of professional farmer training base was established,and corresponding talent development was promoted.Finally,this paper summarizes the development status of Chinese herbal medicine industry in Shejia Town,and looks forward to the development prospect.
