It involves many aspects such as economy, society, culture, population and so on and is an important social legal system which is related to people’s livelihood. As early as in ancient times, our country had begun to explore the construction of the permanent residence registration management system. For thousands of years, the permanent residence registration management system in china has experienced several reforms and is gradually improving and derived a wide variety of household registration management mode correspond to the social environment, which has played a vital role in promoting our country’s historical development and social progress. Because of the social unrest, the registered permanent residence registration system has come to a standstill in modern time. Until the establishment of the PRC, our country’s permanent residence registration system has formed a relatively complete legal system after several adjustments and for a long time has played an significant role in proving citizenship, providing basic data information of population for government, promoting social and economic development and limiting population migration.With the rapid development and the huge change of China’s economy and society, the current permanent household registration management system itself and the problems existing in the work is gradually revealing. Many scholars and experts point out that the household registration management system which has used since period of founding China is difficult to adapt to the needs of the development of society and economy, has brought some unfavorable factors to many areas and has lead to the alienation of function of household registration system. The most prominent, for example, is the incomplete legal system of household registration system, relative backward settings and content of system, and many law enforcement and social management issues existing in household registration management. These problems do not adapt to the current China’s economic and social development request, leading to some phenomena such as people’s separation with registered permanent residence, "people without a residential permit", "cancellation of death account", one person with many registered permanent residence and a series of social contradictions brought by household registration issue. Reasonably improving the household registration system is imminent.At present, academic circles study the permanent residence registration management system mostly from a macro perspective. Some scholars have insisted on the abolition of the household registration system, but the abolition of the household registration system will also bring bigger problems to social management. In this article, the author aims to find out the problems existing in the current management system of the permanent residence registration on the basis of the reservation of the household registration system from the perspective of people at the grass-roots level registering household. In this article, the author will start from specific business level and analyze the real case to find out the problems existing in the current management system of the permanent residence registration. In addition, the author will also refer to the household registration system in foreign developed countries and put forward some countermeasures which will improve the permanent residence registration work in China from aspects of legislation, system reform, law enforcement and other supporting aspects. |
