European countries have suffered from stagnant economy,welfare problems,high unemployment rate,terrorist attacks,in the awake of the European Debt Crisis,all of which caused the revival of the right-wing populism in Europe.The outbreak of Refugee Crisis caused by the “Arab Spring” has affected European economies,societies,cultures,so on and so forth.The escalation of the crisis also stimulated the rise of the right-wing populist parties.The crisis also had a great impact on the party politics in Europe as the politicization of the crisis deepened,which brought an unprecedent challenge for European countries and the continent.At present,right-wing populist parties have received unprecedented support in European countries--traditional Western European countries,emerging small Eastern European countries,Scandinavian countries,Visegrad group countries,etc.At the national level,some parties became the largest opponent parties,and some participated in coalition government;at the Europe level,many newly established right-wing populist parties had more voters than the traditional big parties in the European parliament elections in 2019.Also,the right-wing populists maintained their momentum and established the right-wing party group in 2019 election.The right-wing populist forces are still growing,their influences which the parties exert on the states' and the EU's decision-making directly or indirectly are also rising.As for the refugee issue,generally speaking,European right-wing populist parties have a persistent anti-immigrant stance.At the national level,right-wing populist parties have an impact on the formation of national preferences.When becoming the ruling party or the opposition party,a populist party will have the possibility of exerting an influence on EU decision-making.At the EU level,right-wing populist parties,as well as individuals,will have their voiced heard via motions,proposes,speeches,etc.in the European Parliament.Right-wing populist parties can also use the media,websites,interviews,trans-national gatherings,so on and so forth,to propagate ideas,expand their influence constantly,and indirectly influence EU decision-making.From a theoretical perspective,liberal intergovernmentalism explains the formation of EU policy from three stages: the formation of national preferences,the game between nations,and the choice of the international institution.This theoretical explanation explains the current process of the formation of EU refugee policies,and this paper aims to analyze the influences of the right-wing populist parties,and supplement the paths and impacts of the parties in the process of EU policy formation.At present,the European Union,an organization with the highest degree of integration,is facing many problems and challenges,including the financial crisis,refugee crisis,and institutional crisis.Against this background,right-wing populist parties are rising constantly,while highlighting the concept of a “nation-state” and opposing deepening European integration.In terms of integration,the EU itself is facing problems such as differences in development degree,economic model,cultural traditions,and imperfect EU mechanisms.The rise of right-wing populist parties has also played a certain role in the process of European integration.
