On February 28,2009,the seventh meeting of the Standing Committee of the Eleventh National People's Congress passed the food safety law of the People's Republic of China,which was revised and amended once in April 2015 and December 2018.In 2009,the Ministry of Commerce selected ten provinces and cities,including Beijing and Shanghai,to implement the first batch of pilot work for the construction of the national "assured safety meat" service system.After that,the pilot work for the construction of the national meat and vegetable traceability system,the traceability of traditional Chinese Medicine and alcohol,and the traceability of important products was carried out in full swing.At present,no less than 60 cities,no less than 18000 enterprises and no less than 400000 merchants are involved in the traceability system project of the Ministry of Commerce pilot construction.In this paper,the operation data of 58 meat and vegetable traceability pilot cities in 2018 and 2019 are collected,and the operation rate of nodes,effective data volume and other indicators are analyzed by using general statistical analysis method.Through analysis,it is found that there are still various problems in the integrity and authenticity of traceability chain synthesis information.Although from the theory of economy,organization,behavior,society and network,we can understand the process of establishing and maintaining the network relationship between enterprises.However,from the statistical data in this paper,we can clearly recognize that the food traceability system is a huge project,involving many upstream and downstream node enterprises,including breeding enterprises,production and processing enterprises,wholesale markets,standardized vegetable markets,supermarkets,production and marketing enterprises,distribution enterprises,catering enterprises and other enterprise organizations,and the information level of these related enterprises is low,and the technical level of personnel is uneven.The top-level design and leading construction department of food traceability system is the Ministry of Commerce,but how to carry out traceability management from the source of planting,breeding and base,and how to strengthen the supervision of process links involve agricultural and rural departments,market supervision and other departments.Therefore,how to obtain real,complete and real-time data in the current background of big data is particularly important for governments,industrial enterprises and regional organizations.In addition,how to optimize the structure of the relationship between organizations,build a good and orderly relationship between organizations and manage it effectively according to the development environment of the traceability business is a problem worthy of study,which has theoretical and practical guiding significance for all kinds of enterprises and government departments.This paper considers that only from the perspective of a government department or only from the perspective of retroactive enterprises,it has certain limitations compared with the complex system engineering of retroactive system.Compared with the traditional single business structure,enterprise structure and federal function,big data has incomparable advantages in data statistics,cross domain sharing,business decision-making of government departments,etc.Therefore,under the guidance of organization coordination theory,information management theory and big data related theory,this paper takes big data as the research background,uses the social network analysis method to determine the information traceability enterprise as the research object,and carries out research and exploration through the three relationships of the information traceability enterprise to the structure point-to-point,point-to-chain and point-to-network between organizations.The author finds that the research in this paper is helpful to improve the internal and external competitiveness and innovation of information traceability enterprises;secondly,for the government,it can improve the supervision ability of the responsible subjects and product quality and safety,create a good market order,and promote the transformation and upgrading of the industry;it can also improve the information and organization level of traceability enterprises,increase the value of enterprise brand and internal process reengineering;and after that,for the end consumer group,it can intuitively understand the information of each link of the product and boost consumer confidence.This paper puts forward the concept of "network chain structure" through the research on the optimization of the relationship structure between organizations of information traceability enterprises,and looks forward to the future development prospect of traceability industry and the research direction of the relationship between cross regional organizations.
