Research On Government Tools Of Rural Tourism Development In Heilongjiang Province Under Rural Revitalization Strategy

In the report to the 19 th national congress of the CPC in 2017,it was pointed out that the problems of agriculture,rural areas and farmers are fundamental to the national economy and people's livelihood,and that we must always make solving problems related to agriculture,rural areas and farmers the top priority of the party's work,and put forward the rural revitalization strategy for the first time.Opinions of the CPC Central Committee and the State Council on the implementation of the rural revitalization strategy was issued in the no.1document of the CPC Central Committee in 2018,which made comprehensive arrangements for the implementation of the rural revitalization strategy.It clearly proposed to implement high-quality projects of leisure agriculture and rural tourism,so as to effectively promote the orderly development of rural tourism.This shows the central government's determination to develop rural tourism to promote the implementation of the rural revitalization strategy.In the process of rural tourism development in the new era,the government,as one of the development subjects,plays a crucial role in the selection of government tools.The rationality of the use of government tools will closely affect the development of the local rural tourism industry.Therefore,it is imperative to study the use of government tools in rural tourism development.Taking the development of rural tourism as the research object,based on the application of government tools and the theories of government intervention,public products and stakeholders,defines the concept of rural revitalization strategy,government tools and rural tourism.Based on the analysis of the current situation of rural tourism development and the application of government tools in Heilongjiang province,it is found that there are three problems in the application of government tools in Heilongjiang province: insufficient implementation of compulsory tools,inflexible application of mixed tools,and insufficient attention of voluntary tools,and find the cause of the problem.Based on the advanced experience of Sichuan,Hainan and Guizhou provinces in China,such as South Korea,Britain and the United States,according to the actual development of Heilongjiang province,this paper expounds the countermeasures of the application of rural tourism government tools from four levels,namely the implementation of compulsory tools,the application of flexible mixed tools,the emphasis on the application of voluntary tools,and the coordination of three kinds of tools.And concrete and feasible Suggestions are put forward for the rational use of government tools for rural tourism development in Heilongjiang province,so as to realize the healthy and sustainable development of rural tourism in Heilongjiang province and promote ruralrevitalization.
