Research On The Functions Of Local Governments In The Development Of Rural Tourism In H County Under The Background Of Rural Revitalization

The 20 th National Congress of the Communist Party of China is an important meeting for China to embark on a new journey of building a modern socialist country in an all-round way and march toward the second 100-year goal.The meeting comprehensively looked forward to the new journey of rural revitalization and development,continued to implement General Secretary Xi Jinping’s instructions on the work of "three rural areas",and comprehensively promoted rural revitalization with the efforts of the whole party and society.Under the circumstances of rapid economic growth,rapid increase in consumer demand and increasing pressure of urbanization,rural areas are an important part of society and a new focus of economic development.It is necessary to make rational use of rural industrial resources that are short of infrastructure but rich in natural resources,so as to achieve sustainable development of rural industries.Therefore,the Government has a lot to do in this situation.Among them,rural tourism has become an important branch of the cultural tourism industry,which can not only be used as a new industrial means to promote rural economic prosperity,but also play a new role in the rural revitalization strategy.In the context of rural revitalization,this paper uses literature analysis,questionnaire survey,in-depth interview and case analysis to study government function theory,public goods theory,sustainable development theory,etc.Questionnaires and interview outlines were designed to communicate and interview relevant personnel.Through the familiar understanding of the five functions of the county-level government in the development of rural tourism in H county,including planning and design,public service,publicity and promotion,supervision and management,and ecological construction,and under further in-depth analysis and research,it is found that the H county government mainly lacks overall planning in the performance of functions in the process of rural tourism development,resulting in serious homogenization,lagging infrastructure resulting in lack of comprehensive services,insufficient competitiveness caused by weak product publicity and marketing,and incomplete market supervision system making it difficult to achieve an effective system.Insufficient education and publicity on environmental protection.Therefore,the government of H County proposes to strengthen scientific planning and optimize development layout.Including scientific customization of rural tourism planning and integration of resources to optimize the development layout;Increase the effective supply of public services.Including optimizing the comprehensive service system of rural tourism,constructing a smart tourism service system,and implementing talent introduction strategies;Improve the level of publicity.Including shaping brand image and innovating promotional methods;Improve the supervision and management mechanism.Including building a county-township joint supervision mechanism and improving the rural tourism supervision mechanism;Increase efforts to protect the tourism environment.This includes coping strategies such as mobilizing public participation and raising tourists’ awareness of environmental protection.
